      <title>Netizens against Evidence (Amendment) (No2) Act 2012</title>

      <description><![CDATA[<p>We, Netizens who value internet freedom, call on the Malaysian Government to withdraw the Evidence (Amendment) (No2) Act 2012.</p>

<p>The amendment which has been passed by both Upper and Lower Houses, has wide-ranging reach and extends to practically everyone who uses any internet platform – from e-mail and social media to blogs and online media. We oppose this amendment for these reasons:</p>

<p>1. It presumes guilt rather than innocence which contradicts the basis of many justice systems. The newly introduced Section 114(A)* goes against the principle of presumption of innocence meant to protect individuals against wrongful conviction and check against abuse of power by the authorities.</p>

<p>2. It makes Internet intermediaries -- parties that provide online community forums, blogging and hosting services -- liable for content that is published through its services. It can result in the removal of comment functions, which has a huge impact on the interactive nature of online media favoured by Malaysians.</p>

<p>3. It threatens freedom of expression online because the assumption of guilt has the chilling effect of promoting fear amongst those who use the Internet as a vibrant, interactive space for democratic deliberations. It also reduces the spaces for posting legitimate comments and opinions.</p>

<p>4. It allows hackers and cyber criminals to be free by making the person whose account/computer is hacked liable for any content/data which might have changed. The more skilled you are at hacking, the more the law protects you by assuming the party being hacked is guilty of the offence.</p>

<p>5. It reduces the opportunity to be anonymous online which is crucial in promoting a free and open Internet. This principle is particularly important to safeguard vulnerable individuals who depend on the anonymous nature of the Internet to protect themselves, eg women in situations of domestic violence who may be at risk if they are identified. Anonymity is also indispensable to protect whistleblowers from persecution by the authorities when they expose abuses of power.</p>

<p>6. The amendment is a bad law passed in haste and does not take into account public interest and participation.</p>

<p>Kami, para pengguna internet yang mendukung kebebasan berinternet ingin menggesa pihak Kerajaan Malaysia untuk menarik semula Akta Keterangan (Pindaan) (No.2) 2012 atas sebab-sebab yang berikut:</p>

<p>1. Akta tersebut bertentangan dengan prinsip asas keadilan yang menyatakan bahawa seseorang tidak bersalah selagi belum dibuktikan kesalahannya. Seksyen 114A yang baru diperkenalkan itu boleh mengakibatkan seseorang disabit secara salah dan menjadi mangsa penyalahgunaan kuasa oleh pihak tertentu.</p>

<p>2. Akta tersebut juga menjadikan pihak yang membekalkan perkhidmatan di internet seperti blog, forum dan pengehosan web bertanggungjawab sepenuhnya atas segala isi kandungan yang tersiar atau tersimpan di dalam perkhidmatan tersebut. Pengenalan akta ini boleh menyebabkan ruangan komen pada blog dan laman web yang mempunyai peranan penting dalam dunia interaktif dibuang.</p>

<p>3. Akta yang diperkenalkan ini mengancam kebebasan berinternet kerana tanggapan atas kesalahan yang belum dibuktikan boleh menakut-nakutkan pengguna-pengguna internet yang memanfaatkan internet sebagai satu medan interaktif untuk perbincangan mengenai demokrasi. Akta ini juga menghindarkan pengguna internet daripada mengutarakan pendapat bernas mereka.</p>

<p>4. Akta yang baru diperkenalkan ini juga membolehkan para penggodam dan penjenayah internet bermaharajalela kerana beban kesalahan kini terletak di bahu pihak yang akaun atau komputernya digodam. Secara tidak langsung, para penggodam dan penjenayah siber akan dilindungi oleh akta ini kerana hanya individu yang menjadi mangsa mereka sahaja yang akan disabit kesalahan.</p>

<p>5. Akta tersebut mengurangkan kebebasan individu untuk mengelakkan identiti mereka diketahui ramai. Kebebasan tersebut penting untuk memastikan internet kekal bebas dan terbuka. Penyembunyian identiti juga penting untuk melindungi individu daripada sesuatu yang boleh membahayakan keselamatan mereka contohnya dalam kes keganasan rumahtangga. Selain itu penyembunyian identiti juga akan memastikan pemberi maklumat tidak akan diapa-apakan oleh pihak berkuasa apabila mereka membongkar kes penyalahgunaan kuasa.</p>

<p>6. Akta ini merupakan akta yang tidak digubal dengan baik kerana penggubalan dibuat secara tergesa-gesa tanpa penglibatan rakyat dan tidak menghiraukan kehendak awam.</p>

<p>Perlu ditekankan bahawa akta ini masih belum digazetkan dan dikuatkuasakan lagi. Oleh sebab itu, akta ini perlu segera ditentang dengan cara menandatangani e-petisyen ini.</p>]]></description>

      <title>Verizon DSL for rural Osceola, PA near Pleasant Valley Rd</title>

      <description><![CDATA[<p>The town areas of Osceola and Elkland, Pennsylvania have access to DSL.</p>

<p>The Elkland and Osceola town areas have access to both DSL and Cable internet access.</p>

<p>It is unfair that the town areas have access to high speed internet service through Verizon and/or broadband access, when the rural areas have access to only slow dial-up.</p>

<p>Verizon has stated that if 13 households in an area that does not have access to DSL signs a petion stating that they would be willing to sign up for a one year contract for DSL through Verizon, then they would use this to speed up the process of connecting this area to the service.  The more households that sign up, the faster the service will come to us.</p>]]></description>

      <title>Bigpond Wireless Plan Review Request</title>

      <description><![CDATA[<p>In January 2010 Telstra/Bigpond released a set of new wireless plans, however while the top plan received a slight decrease in cost the quota was not increased at all.</p>

<p>Then on March 23 2010 Telstra/Bigpond released a series of bundle options to help their customers save by combining their services and having multiple services with them, however these bundles excluded those users with wireless only connections as they are only available to ADSL/Cable users.</p>

<p>While many people use wireless broadband as a secondary connection in addition to their ADSL/Cable connection there are quite a few, especially in remote/rural/regional locations, that have wireless as their PRIMARY and ONLY broadband connection due to ADSL/Cable not being available.  While satellite is an alternative it is not a viable alternative to wireless due to cost, even less quota and stability of connection.</p>

<p>This petition is a request for Telstra/Bigpond to re-review the plans for Wireless broadband and for Telstra/Bigpond to release a new set of wireless broadband plans that provide sufficient quota at affordable and fair pricing of which is already enjoyed by its ADSL/Cable clients.</p>

<p>So now lets look at the top plans for each delivery method shall we;<br />
ADSL has 200GB at $69.95 so that is a tiny 35c per GB.<br />
Wireless has 10GB now for $99.95 so that is still a massive $9.95 per GB.</p>

<p>This is NOT a request for like for like plans, as in this is not a request for the wireless plans to be the same size and cost as ADSL/Cable, however they do drastically need to be made fairer and sufficient for today’s internet user needs.</p>

<p>The internet provides a rich environment of various types of media, online entertainment and social networking of which many enjoy on a daily basis, however many wireless users have to continually manage and scrutinise the way in which they use the internet each month to remain within their allocated monthly quota. This will include the websites they visit, the online entertainment sites they use and any files they may want or need to download, including software and operating system updates.  While shaping is provided and no excess charges are applied if a wireless user goes over quota, the shaping speed makes the use of the internet painfully slow.</p>

<p>While in comparison ADSL/Cable users can enjoy the internet at full speed all the time with much larger quota allowances at much more affordable prices.</p>]]></description>

      <title>Knives Only Server For Delta Force Black Hawk Down (The Game)</title>

      <description><![CDATA[<p>With the ever growing popularity of the Delta Force series, and the latest release of Delta Force Black Hawk Down it is has come to my attention that the WANTS and NEEDS of the df community are not being met by the producers, Novalogic.</p>

<p>There are many players out there that play an excellent, fair and well matched game out on the Novaworld stats servers. However, there are players that take great pride in ruining our fun WE (us the fair players) make and set our own rules for the server, ie. KNIVES ONLY. These rules are obviously not obeyed by the rebelling community and hence take the enjoyment out for the other rule abiding players.</p>

<p>With this petition I hope to change that, If we get a good amount of votes to request that Novalogic/Novaworld puts up a KNIVES ONLY server that is stats enabled, this will mean that the rules CANNOT be broken and the game play will be great.</p>

<p>If there are players in there that CHEAT or generally abuse the system, I would ask if Novalogic also install such secondary software to their servers to allow a VOTE BANNING/PUNTING mechanism where the players of the server can vote out another player that is abusing the system.</p>

<p>Hopefully this petetion will not be in vain an more players will sign up and give their "signatures" if not, I have had my say and we will see what and where this goes.</p>
