      <title>Pedestrian Crossing Across A17 At Boston Road, Holbeach</title>

      <description><![CDATA[<p>There is currently an inadequate and dangerous pedestrian crossing provision joining Boston Road North and Boston Road South, across the A17.</p>

<p>This crossing point is used by pedestrians of all ages, schoolchildren and adults alike, who need to cross the A17 in order to access services, facilities and transport links in Holbeach town centre; shops, buses, doctors, dentist, churches, schools, work etc. Likewise, pedestrians need to cross the A17 from Boston Road South to get to Holbeach Hospital and the food processing factory.</p>

<p>This is an inherently dangerous road to cross with the current crossing provision. The main reasons it is so dangerous are:<br />
•	Impaired sight-lines for motorists and pedestrians<br />
•	Fast moving traffic in both directions, with dual lanes on the Eastbound carriageway<br />
•	Pedestrians are exposed and vulnerable in the central island<br />
•	Traffic rarely indicates when turning left from Boston Road South onto the Westbound A17<br />
•	There is no signposting to indicate pedestrians crossing<br />
•	Vehicles often use the right turn only lane on the Eastbound carriageway to overtake at speed on the roundabout<br />
•	The volume of traffic will be increased past this crossing point when Peppermint Junction is developed</p>

<p>I contacted the Council, formally requesting an assessment and for a Signal-Controlled Crossing to be put at the Boston Road /A17 crossing, as there will be a significant increase in traffic when the Peppermint Junction improvement work is completed. Indeed the main purpose of the improved Peppermint Junction is to reduce accidents there at the current ‘T’ junction arrangement and to increase traffic flow via a roundabout, particularly HGVs, onto the A17 towards the crossing point at Boston Road.</p>

<p>I have received a letter via The Rt. Hon. John Hayes MP from Richard Wills, Executive Director for Environment & Economy of Lincolnshire County Council, which states “that an assessment has been carried out to determine whether the provision of a pedestrian crossing at the Boston Road / A17 junction meets the current Lincolnshire County Council criteria. The assessment meets the criteria but at present no funds are available for the provision of new pedestrian crossings.”</p>

<p>The Holbeach West Proposed Residential Development and A17 / A151 Peppermint Junction Scheme seems to be purely interested in new housing and improved transport links for HGVs and has no consideration for existing residents and pedestrians who need to continue crossing the A17 as part of their daily lives. The Council and developers are at risk of just moving one ill-conceived, dangerous and outdated road junction by creating another accident black-spot a bit further down the road at Boston Road.</p>

<p>I am requesting your support to gain the provision and inclusion of a crossing at Boston Road / A17 as part of the Peppermint Junction improvements, before a fatality happens.</p>]]></description>

      <title>Support relocation of Lidl in Shirley</title>

      <description><![CDATA[<p>Lidl UK have made a planning application (application number 17/01206/FUL) to relocate their existing store in Shirley on from 355 Shirley Road to 392 Shirley Road to provide a new store with improved ancillary areas which will run more efficiently and provide an improved offering to local residents.</p>

<p>The new foodstore will provide 1,655m² of sales floorspace and gross internal area of 2,480m². The store will benefit from 125 free customer parking bays.  The existing Shirley store has a sales area of 991m², gross internal area of 1,323m² and 72 parking bays.</p>

<p>The proposed relocation site comprises 3 parcels of land - the former police station, the former council depot and the former Direct Carpets unit on the corner of Villiers Road and Shirley Road. The proposed new contemporary building will be designed with crisp clean lines. The proposed materials palette includes aluminium rainscreen cladding panels set above white textured rendered walls with contrasting pillars and plinth. The shop front will have full height glazing with floor to ceiling windows wrapping around to the entrance lobby and will face directly on to the high street.</p>

<p>The 4 existing trees on the site, 3 of which are protected are proposed for removal, but 15 new semi mature trees will be planted including a tree lined Villiers Road boundary.</p>

<p>There will be a single vehicular access/ egress point on Villiers Road.  All plans are available on our website, for which the address is above.</p>

<p>With a larger sales area, back of house areas and car park, the customer experience would be greatly improved, with better stock availability, freshness and a customer W/C.</p>

      <title>Save Howden House</title>

      <description><![CDATA[<p>Howden house was completed  in 1795 and has had many owners throughout its many years.  But in 1964 the Carnegie trust gave a grant of £12,000 to  convert the house from offices into a community centre for  the new town. But in recent years the house has lay  unoccupied.</p>

<p>The House was bought by a company to develop the house into offices and housing. However the house has been left in awful state. The house is close to becoming beyond disrepair.</p>]]></description>

      <title>A Controlled Re-Opening of Tip sites in Lancashire</title>

      <description><![CDATA[<p>During the Coronavirus crisis, Lancashire County Council has closed its Household Waste and Recycling Centres ("tips").</p>

<p>Regrettably fly-tipping incidents have increased in recent days and also complaints about garden fires.  Many residents are having to store waste at home, which is made worse by the current lockdown and the spring cleaning season.</p>

<p>Obviously any re-opening of the waste and recycling centres would need to be carefully planned but the County council should be announcing their plans now.  Social distancing and highway issues would need consideration.  Probably a booking system with timed slots would be needed, but a reduced service at the tip sites would be much better than the current complete closure.</p>

<p>Government guidance is that councils should try to keep Household Waste and Recycling Centres open.</p>]]></description>

      <title>Equality for BAME and International staff at QUB</title>

      <description><![CDATA[<p>This petition relates to the introduction of a new online system for reclaiming staff expenses at Queen's University Belfast named QFIS. The system allows for pounds, dollars and euros to be entered and any required currency conversions to be made automatically. However it excludes all other currencies placing the onus on staff to make their own calculations and provide screenshots of each conversion. This places a significant additional burden on BAME and international staff working in many other countries outside of the EU and the US, affecting such staff disproportionately.</p>

<p>Such a practice is patently opposed to:<br />
i. Principles of equality enshrined in the university own policies.<br />
ii. Principles of global justice in which some nations and currencies carry disproportionate influence over others especially those of the global south in which the majority of the world's population may be found.<br />
iii. Research in areas outside of the EU-US sphere.</p>

<p>BAME and International staff have objected to this practice and raised the matter internally. However the University Finance directorate has so far refused to review the system  despite the matter being raised by I-rise (BAME and International staff group) and UCU.<br />

      <title>Save Marylebone Farmers' Market</title>

      <description><![CDATA[<p>Each Sunday, Marylebone Farmers' Market brings 30 to 40 stalls of fruit, vegetables and all kinds of fresh produce into central London for local people to buy.</p>

<p>Sadly, Westminster Council is considering the future of market's home, the Moxon Street/Cramer Street car park, including the possibility that it will be sold off for development.</p>

<p>Local Liberal Democrats campaigned to save the market when Westminster Council last wanted to build on the site, back in 2008. We saved the market's Marylebone home then, we must save it again now.</p>]]></description>

<p>All governments and councils (national, regional and local) have a duty to limit the negative impacts of Climate Breakdown, and local councils that recognise this should not wait for their national governments to change their policies. It is important for the residents of Worthing and the UK that communities commit to carbon neutrality as quickly as possible.</p>

<p>The consequences of global temperature rising above 1.5°C are so severe that preventing this from happening must be humanity’s number one priority.</p>

      <title>Reinstate Funding for Bus Route 412 serving York, Bilton, Thorp Arch and Wetherby</title>

      <description><![CDATA[<p>From 25th November 2018 Connexions will no longer be running the 412 bus services which serves Bilton in Ainsty and Thorp Arch Trading Estate (07:40 from York to Wetherby and 17:25 from Wetherby to York). In addition the 16:20 from Wetherby to York will be cancelled.  The services being cancelled are a life line for those who work along the route as well as those who have to attend appointments and are without a car who live along the route. The buses are often used by older members of the public as well as people with small children and the withdrawal will mean that they are cut off from essential services. Those who use the buses to get to work have no other option in terms of transport. Additionally the services have been withdrawn with too short notice for passengers to find another solution.</p>]]></description>

      <title>End our looming student town funding gap</title>

<p>Student landlords do not pay for the local public services their tenants use because student accommodation is currently exempt from business rates and student households are exempt from council tax.  Yet, student landlords have need of the police, fire and other services 365 days a year while their tenants generate much need of local council services, e.g. extra street cleansing, waste management, and environmental health demands (noise abatement and poor housing conditions).</p>

<p>West Lancashire currently loses £1.3million in council tax annually from student accommodation which is exempt from council tax.  Presently, the Government provides a grant to cover this loss, at least in part.  However, there will be no grant funding by 2020 meaning further reductions in local services.  Inevitably, this will mean fewer street sweepers, more litter, and longer waiting times.</p>

<p>Students are a very welcome part of our community and our local economy, but live in concentrated areas of the Borough in densely populated conditions.  This has a big impact on services in these parts of the Borough.</p>

<p>Student households should continue to be exempt from council tax, as students are on low (and loaned) incomes.</p>

<p>Student landlords are profit –making businesses, and should pay properly for the demands their business model makes on public services.</p>

<p>Therefore, councils should be given powers to bring student landlords within the scope of business rates in the same way that hotels, self-catering and holiday lets are within the scope of business rates and this petition is to be sent to the Chancellor of the Exchequer requesting this change.</p>]]></description>
