<p>Durante más de 120 años, los ciudadanos americanos que nacen o residen en Puerto Rico han vivido bajo una bandera que los protege, pero que no los representa plenamente. Han servido en las guerras de Estados Unidos con honor y valentía, han contribuido a la economía y la cultura de esta gran nación, y han jurado lealtad a una Constitución que, sin embargo, los trata como ciudadanos de segunda clase.</p>

<p>Hoy, 3.2 millones de almas—seres humanos con sueños, familias y esperanzas—viven en lo que muchos llaman "la colonia más antigua del mundo". No pueden votar por el Presidente de los Estados Unidos. No tienen un solo senador ni representante con voto pleno en el Congreso que decide las leyes que rigen sus vidas. Y a pesar de contribuir al sistema federal, reciben menos beneficios en salud y programas sociales que cualquier estado de la unión.</p>

<p>Esta no es una queja política. Es un clamor por justicia. Es una demanda de igualdad.</p>

<p>Por eso, nos unimos para apoyar a la Puerto Rico Equality Foundation, una organización sin fines de lucro fundada en Florida por ciudadanos comprometidos con la dignidad de sus hermanos en la isla. Each year we wind up having to go through the same back and forth of “the district doesn’t utilize this for the older group, or did you fill out a form” Yes I did everything that was told! It usually takes numerous back and forth efforts until they end up getting it in place! Now they are trying to eliminate that as an option!</p>]]></description>

I’ve made all cuts possible and put timers on everything and have never in my life have I ever regulated my electricity in the house more than now and for June of 2025 I paid $330 just for com ed now today I paid my stab in the heart electricity bill for July of 2025 for $464 only for electricity and that’s BS and nothing more than GREED and it needs to Stop Now!!<br />
We The People Deserve Better And Will Demand Better and the fact that people have to pay these stupid prices only for 1 utility is BS and a failure from our government and the horrible business practices they let take place under their watches!!       <title>Cuban Exile Coalition: Urgent Appeal to President Trump.</title>

      <description><![CDATA[<p>A coalition of Cuban exile members and organizations has publicly condemned the National Security Presidential Memorandum-5 (NSPM-5), issued on June 30th. We assert that this memorandum marks a significant and perilous shift in U.S. foreign policy toward Cuba, potentially weakening longstanding efforts to confront the oppressive regime in Havana. The opposition highlights concerns that the changes could embolden the regime and undermine the Cuban people's quest for freedom, while ignoring the danger posed by Cuban intelligence assets operating with impunity in various spheres of American society, including the government.</p>

<p>Dear President Trump:</p>

<p>We come to you as honorable citizens and voters of the Republican Party, but also on behalf of many members of an exile community who have experienced firsthand the horrors of communism in the Americas. Our commitment to this nation entails the responsibility to defend it from all enemies, both external and internal. In this context, Cuba and its allies not only represent the greatest threat to freedom in the entire hemisphere, just 90 miles from our shores, but that danger has crossed our borders, undermining the founding pillars of this nation.</p>

<p>However, it is our duty to frankly express our deep reservations regarding the Presidential Memorandum of National Security 5 published on June 30. We firmly believe that this memorandum, far from strengthening the policy of pressure against the Havana regime, reflects a distorted view of the political reality to be employed in the case of Cuba and that it was part of the failed policy agendas implemented by past Democratic administrations.</p>

<p>Therefore, we cordially request a review of this memorandum, which could consider some measures that were part of your successful policy during your previous administration and that demonstrated overwhelming effectiveness against the longest-standing tyranny in the region. These measures are:</p>

<p>Strengthen the application of Title III of the Helms-Burton Act, reactivated in 2019 under your management, to protect confiscated property rights and exert effective economic pressure against the regime.</p>

<p>Immediately suspend "educational" travel programs to Cuba, which actually function as instruments of ideological propaganda to promote socialism among American students.</p>

<p>Revoke all licenses issued by the Office of Foreign Assets Control (OFAC) to companies operating in or with Cuba, given the lack of a true independent private sector on the island.</p>

<p>Suspend US airline flights to Cuba again, a measure effectively implemented during you previous administration.</p>

<p>Repeal all migratory benefits granted to officials and representatives of the Cuban regime, who in many cases acceded to these privileges through migratory fraud, and should not be welcomed in the same nation that has given refuge to its victims.</p>

<p>Order a rigorous investigation, in coordination with the Department of Justice, into the presence of spies and collaborators of the Cuban regime in federal agencies, as was denounced by the director of USAGM, Kari Lake, on June 25 in an audience before Congress.</p>

<p>The regime established by the Castro brothers is now going through its worst political crisis in more than six decades. Under no circumstances is it fair, prudent, or strategic to provide political, economic, or diplomatic oxygen, disguised as "openness" or "humanitarian assistance." Such actions would only prolong the suffering of the Cuban people and strengthen the networks that promote socialism within our own country.</p>

<p>We thank you in advance for your attention to this urgent matter, and we remain at your entire disposal for any initiative that strengthens the cause of freedom in Cuba and throughout the region.</p>

<p>DEFENDANT'S MOTION TO RECUSE JUDGE FOR BIAS AND MOTION FOR RELEASE PENDING TRIAL COMES NOW,</p>

<p>The Defendant, Echandza Dianca Maxie, by and through undersigned counsel, and respectfully moves this Honorable Court for the following relief:</p>

<p>An order recusing both Judge Katherine P.Nelson and Judge Terry F.Moorer from further proceedings in this case due to demonstrated judicial bias in violation of 28 U.S.C. § 455.<br />
An order granting the Defendant's release pending trial, with appropriate conditions, pursuant to the Bail Reform Act of 1984, 18 U.S.C. § 3142.<br />
In support thereof, Defendant states as follows:</p>

<p>I. FACTUAL BACKGROUND</p>

<p>The Defendant has been detained on the basis of alleged violations of house arrest terms.<br />
The presiding judge, without sufficient factual evidence or proof, has labeled the Defendant a flight risk, disregarding relevant mitigating factors.<br />
This determination was made despite the absence of any substantive evidence or legal justification, suggesting improper bias against the Defendant.</p>

<p>II. LEGAL BASIS FOR MOTION</p>

<p>A. Judicial Bias Violates 28 U.S.C. § 455</p>

<p>28 U.S.C. § 455(a) requires a judge to disqualify themselves “in any proceeding in which their impartiality might reasonably be questioned.”<br />
Bias may be found where a judge’s statements or rulings indicate prejudgment or hostility toward the defendant. See Liteky v. United States, 510 U.S. 540 (1994).<br />
a. In United States v. Holland, 519 F.3d 909 (9th Cir. 2008), the court held that even the appearance of bias undermines the integrity of the judicial process.<br />
b. Statements or rulings lacking evidentiary support may demonstrate prejudice.<br />
By deeming the Defendant a flight risk without factual support, the judge has exceeded judicial discretion and appears biased, thereby failing to uphold their oath to “administer justice without respect to persons” under 28 U.S.C. § 453.</p>

<p>B. Denial of Release Violates the Bail Reform Act</p>

<p>Under 18 U.S.C. § 3142(b), a defendant shall be released on personal recognizance or an unsecured bond unless the government proves by clear and convincing evidence that no conditions will reasonably assure the appearance of the defendant and the safety of the community.<br />
The Defendant acknowledges the alleged violation of house arrest terms but asserts that this does not substantiate a finding of flight risk:<br />
a. The Defendant remains committed to complying with reasonable conditions of release, including GPS monitoring or stricter supervision.<br />
b. There is no evidence of attempts to flee or evade prosecution.<br />
In United States v. Salerno, 481 U.S. 739 (1987), the Supreme Court emphasized that pretrial detention must meet due process requirements and not infringe on liberty without sufficient justification.</p>

<p>III. THE JUDGE’S ACTIONS VIOLATE JUDICIAL ETHICS AND DUE PROCESS</p>

<p>The judge’s unfounded characterization of the Defendant as a flight risk disregards the principles of impartiality and the presumption of innocence, violating:<br />
a. Canon 2 of the Code of Conduct for United States Judges: Judges must avoid impropriety and the appearance of impropriety.<br />
b. The Fifth Amendment's Due Process Clause, as articulated in Mathews v. Eldridge, 424 U.S. 319 (1976).<br />
The judge’s actions undermine the fairness and integrity of the proceedings, warranting recusal and immediate reconsideration of the Defendant’s release.</p>]]></description>

      <description><![CDATA[<p>Wake surfing just isn't right for Lake Waramaug</p>

<p>Wake surfing creates massive waves—up to four times larger than traditional ski boating. These waves create hazardous conditions for paddlers, rowers, and other boaters, including other water skiers and fishermen. The enhanced waves threaten anyone on the water -- even small children wading at our public beaches are at risk from these breaking waves.  On a shared lake, the safety of everyone is a first priority.</p>

<p>Churning up Sediments and Destroying Plants: The giant wake  generated to wake surf churns up sediment as deep as 26 feet disturbing fish habitats, releasing built-up toxins, and contributing to algae blooms, which cloud the water and harm wildlife. It threatens the entire ecological balance of the lake.</p>

<p>Shoreline Erosion:  The powerful waves crash onto the shoreline, swamping areas and accelerating erosion. This can cause immediate and dramatic damage. A lake's shore way evolves over a long period of time in response to many natural environmental factors -- lake contour, size, depth, as well as weather and wind. Unnaturally large waves can disrupt the balance of the lake and its shoreline. Sensitive natural habitats for aquatic plants and animals are disturbed. Public and private property is subject to unnatural erosion and damage. This impact can happen fast and can be irreversible.</p>]]></description>

      <title>Accelerate Belmont Community Path Phase 1 construction and Phase 2 design</title>

      <description><![CDATA[<p>This petition urges action to complete both phases of the Belmont Community Path, one of few remaining gaps for the Mass Central Rail Trail (MCRT) in the Boston Region. Phase 1 includes the section of the Belmont Community Path from the Fitchburg Cutoff Path at the Cambridge City Line through Belmont Center to the Clark Street Bridge and includes a pedestrian tunnel under the commuter rail connecting Alexander Avenue with the new Belmont Middle and High School campus. Phase 2 extends the Belmont Community Path from the Clark Street Bridge to the Beaver Brook Reservation with a spur to connect with the Waltham Wayside Trail at the Waltham City Line. Completion of both phases would close a critical gap in the 104-mile Mass Central Rail Trail.</p>

<p>Construction for Phase 1 of the Belmont Community Path was fully funded by the Boston Region Metropolitan Planning Organization (MPO) in June 2024 across federal fiscal year (FFY) 2026 and 2027 budgets as part of the 2025-29 Transportation Improvement Program (TIP). Delays during the design process have consumed buffer time and priority attention is now required to start the construction process in 2026. The Boston Region MPO recently proposed full funding for Phase 1 in fiscal year 2026 in the Draft 2026-30 Transportation Improvement Program (TIP). We want to consolidate that decision to accelerate construction of Phase 1. Signatures received by May 20 will be formally documented as Public Comments in the final TIP that will be endorsed by the MPO in June. Signatures received later will continue to urge the Town of Belmont to ensure the project is ready to begin construction in 2026.</p>

<p>The Town of Belmont formally began Phase 2 in December 2022 by contracting with a design firm. After quick action initially, progress has stalled for over two years as the Belmont Select Board began revisiting the route alignment in August 2023. The design firm cannot continue its process without an approved route to define the task. Given recent progress in the Boston MetroWest region, Phase 2 in Belmont and the adjacent Waltham Wayside Trail section to Beaver Street (awaiting Phase 2 completion) will be the final gap in the eastern section of the Mass Central Rail Trail between Boston and I-495. Each day of Phase 2 delay postpones completion of this important section.</p>

<p>In signing this petition, you will join others in providing formal public input to the Boston Region MPO decision on funding for Phase 1 and urge Town of Belmont leaders to complete Phase 1 readiness and accelerate design of Phase 2. Please sign and circulate to others in order to accelerate completion of the Belmont Community Path.</p>]]></description>
