The filing event, held at the Manila Hotel, was marked by the presence of the party's nominees and a wide range of supporters from various sectors.<br />
Brian Poe, the party's first nominee and chairman, leads the FPJ Panday Bayanihan with a platform centered on Food, Progress, and Justice (FPJ) — pillars that aim to uplift the lives of marginalized Filipinos and create an inclusive future for the nation.       <title>An Omnibus Petition Against the Removal of the Mother Tongue Subject and Eradication  of Mother Tongue-Based Multilingual Education (MTB-MLE)</title>

      <description><![CDATA[<p>We strongly oppose the removal of the Mother Tongue subject and 19th Congress’ move to eradicate Mother Tongue-Based Multilingual Education (MTB-MLE) for these reasons:</p>

<p>1.      Constitutional Mandate: The 1987 Philippine Constitution allows the use of regional languages in schools, along with English and Filipino. This was reaffirmed by the Supreme Court in 2018, which stated that using the Mother Tongue as a primary medium of instruction aligns with constitutional provisions.</p>

<p>2.      International Obligations: The Philippines is a signatory to international agreements that protect the rights of children, or persons with disabilities and indigenous peoples. The Convention of the Rights of the Child (1989) provides that the education of the child shall be directed to the development of the child’s cultural identity and language, and the UN Declaration of the Rights of Indigenous People affirms the right of IPs to establish and control their educational systems and institutions providing education in their languages. This provision was adopted from our own IP Rights Act of 1997. It must be noted that the right to learn in your own language is a basic human right that existed even before governments and constitutions. It is important for preserving cultures and identities. No one should take this right away from you, and doing so is an actionable wrong that demands remedy.</p>

<p>3.       Quality and Inclusive Learning: In a letter sent to the Senate in 2023, UNICEF cited the Philippines as a model in Asia for MTB-MLE. UNICEF wrote that upholding the child’s first language is a pillar for quality and inclusive learning. Studies show that children not only perform better but are also more engaged and joyful when the mother tongue is used in classes. The MTB-MLE program enabled teachers and other community partners to contextualize learning by creating numerous storybooks and other materials.</p>

<p>4.   	No Evidence for Alternatives: There is no credible evidence that limiting instruction to English and Filipino will improve educational outcomes. Experts like the World Bank support MTB-MLE in improving education systems. Discontinuing the program without a viable alternative would be harmful. While the Philippine Institute for Development Studies identified challenges in implementing MTB-MLE, it did not question the program’s value but recommended improving its execution.</p>]]></description>

      <description><![CDATA[<p>On 22 April 2020, Philhealth Circular No. 2020-0014 entitled “Premium Contribution and Collection of Payment of Overseas Filipino Member” was officially made public. This is in fulfillment of President Duterte’s Universal Healthcare Law which was signed on 20 February 2019 which sets mandatory coverage to all Filipinos under the country’s National Health Insurance Program. The Circular demands Overseas Filipino Workers (OFW) to enlist themselves to this program. While OFWs are sending billions of dollars every year to the Philippines through remittances and thus saving its economy from drowning, it is unjust for the government to exact money for health services that they don't directly benefit.</p>]]></description>

      <description><![CDATA[<p>This petition is intended for all ASEAN member states to convince the European Union to reciprocate the travel freedom of its citizens as the same manner the ASEAN member states are granting to the citizens of European Union. Tourism is a fast growing and huge industry which the ASEAN member states are some of the countries that offer lots of tourist destinations to everyone without a need of a visa for most citizens of the world. European travelers can visit the ASEAN region in a very smooth manner as they are granted with a free visa access to all the ASEAN member state. However, in the case of ASEAN travelers are opposite since they need to go through a process of acquiring a Schengen Visa that could take them a lot of time and money. This process should be taken into consideration that a reciprocal agreement should be done by both ASEAN and EU to grant the same privilege to all ASEAN citizens who wish to travel to European Union region.</p>]]></description>

      <description><![CDATA[<p>Unicorn Metal Corp. (UMC), a company categorized as a heavy industry one, has started dumping soil on a 20-hectare farmland in Barangáy Dulong Malabon in Pulilan, Bulacan. With the initial claim of building a warehouse only,  it has finally admitted it aimed to build a rolling mill. It has started the project without the necessary permits from the relevant authorities.<br />
It is a frightening thought that an ECP (Environmentally Critical Project) has been started on an ECA (Environmentally Critical Area) (ECA) WITHOUT an ECC (Environmental Compliance Certificate) from DENR-EMB (Department of the Environment and Natural Resources – Environmental Management Board) and without other necessary permits.<br />
A by-pass road has recently been built through the barangáy, Since it is close to NLEX (North Luzón Expressway), it will open up farmlands on both sides of the road  to industrialization if the UMC project is allowed to continue.</p>]]></description>

      <description><![CDATA[<p>“Clean, accessible water for all is an essential part of the world we want to live in. There is sufficient fresh water on the planet to achieve this. But due to bad economics or poor infrastructure, every year millions of people, most of them children, die from diseases associated with inadequate water supply, sanitation and hygiene.” According to United Nation’s on Sustainable Development Goals</p>

<p>Out of 101 million Filipinos, a great number of 9 million consume and rely on unimproved, unsafe and contaminated water sources and 19 million lack access to basic sanitation facilities—toilets, etc. So this problem results to open defecation, which causes diseases and more deaths day-to-day.</p>

<p>And even though clean water is an essential part of our lives; and having access to it, including sanitation facilities, is one of the basic human rights of the people, many people still face the opposite and suffer the inaccessibility. This being a human right, the government’s role is to ensure that protection of right.</p>]]></description>

<p>PETITION TO CATEGORIZE MOUNTED CAMERAS ON DASH BOARDS OF VEHICLE TO BE ALLOWED AS NAVIGATIONAL AND SECURITY DEVICES/TOOLS.</p>

<p>We, motorist/vehicle owners/drivers appeal to categorize cameras mounted on dashboards (DashCams) of vehicles be categorized as navigational and security devices/tools and be exempt as 'obstruction on drivers sight' and be allowed to be mounted on the following specific parameters;</p>

<p>1, Mounted dashboard cameras/monitors should be placed directly behind or below the rear view mirror or on the passenger seat side/section [section on the right after the rear view mirror].</p>

<p>2. Mounted dashboard cameras/monitors should not exceed more than 20 centimeters below the rear view mirror and exceed the width of more than 45 centimeters [with provision and consideration that some device includes an upgrade on the rear view mirror as visual monitors].</p>

<p>3. Mounted device directly on top of the dashboard of the vehicle should not exceed 12 centimeters height and 25 centimeters width.</p>]]></description>

      <title>Dialysis Patients' Appeal to PCSO: The Return of Dialysis Assistance</title>

<p>Isang mapagpalang araw po!</p>

<p>Marahil po ay may ibang grupo na po ng mga nagdidialysis na sumulat sa inyo ng kanila kahilingan para maibalik sa dati ang tulong na natinatanggap namin mula sa PCSO.</p>

<p>Dati ay sinasagot ng PhilHealth o PHIC ang 45 hemodialysis (HD) treatment ang bawat treatment ay may nakalaang 4000 pesos na pondo para sa iba pang gastusin katulad bayad sa doktor ng HD Clinic/Unit Epoeitin Injection at Dialyzer. Ang bilang ng dialyzer at epoietin injection na makukuha ng libre ay depende na sa kung magkano ito sa mga HD clinic.</p>

<p>Kasabay ng PHIC ay may ayudang nakukuha ang mga pasyente sa PCSO. Kada ikalawang buwan ay maaaring lumapit sa PCSO para makatanggap ng 20 libong pisong ayuda (sa ibang lugar ay 10 libo).</p>

<p>Ang orihinal na 45 treatment ay may 4000 libong pondo kada treament. Noong humiling at umapela kaming mga pasyente ng karagdagang bilang ng treatment na maaring sagutin ng PHIC, hinati ang pondo at ginawang 2600 libong piso ang pondo para lumawig ang bilang nito sa 90 HD treatment kada isang taon. At dahil dito treatment na lamang po ang sinasagot ng PHIC.</p>

<p>Sa mga sumunod po na buwan ay itinigil ng PCSO ang ayudang binibigay nila sa mga dialysis patients. Nang naibalik ang ayuda ay epoeitin injection na lamang po ang naibibigay na ayuda ng PCSO.</p>

<p>Bagamat sa unang tingin ay mas maganda ang ganitong sistema ay hindi po ito ang totoong kalagayan namin.</p>

<p>Una, sa dating sistema ay salitang ginagamit ng mga pasyente ang ayuda mula PHIC at PCSO, at ang iba pang gastusin ay nairaraos nila  mula sa paghingi ng ayudang pinansyal mula sa DSWD at sa iba’t ibang LGUs dito sa bansa.<br />
Ngayon po ay ganito na ang nangyayari:  Habang sinasagot ng PHIC ang 90 treatment na tatagal lamang po ng hanggang Setyembre, at sa kadahilanang injection na lamang ang binibigay ng PCSO sa buong taon, sa DSWD at mga LGU lumalapit ang mga pasyente para sa karagdagang tulong pinansyal.  Ngunit ang releasing at halaga na tulong na naibibigay ng mga ito ay di sapat para mabayaran ang HD treatment.</p>

<p>Samantala, may mga namamatay dahil wala nang pangdialysis.</p>

<p>Sana po ay wag pabayaan ng pamahalaan ang mga pasyente na mamatay lamang dahil walang pangdialysis.</p>]]></description>

      <title>Clamor To Accept Original Certificate of Title in Pag-ibig Housing Loan Application</title>

      <description><![CDATA[<p>The petitioner is an OFW and owns a small residential lot (121 sq. m.) in the town of Panglao, province of Bohol. Because of this land that I inherited from my father, I am applying for a PAG-IBIG Housing Loan in order to construct a modest house for me and my family in preparation of our permanent domicile in the Philippines.</p>

<p>I have completed all the requirements for housing loan application and submitted to HDMF Agency the following documents:<br />
1.	Original Certificate of Title (OCT)<br />
2.	Tax Declaration of Real Property<br />
3.	Approved Building Permit</p>

<p>However, to my dismay and surprise I was informed that since the year 2009, as per the policy of the PAG-IBIG, all applications for Housing Loan with the Original Certificate of Title (OCT) is NOT accepted.</p>]]></description>
