After the collapse of the Soviet Union, Georgian authorities have been gradually toughening their policy towards the Armenian minority of the country, and in particular, with regard to Armenians compactly living in Javakhk (Samtskhe-Javakheti region of Georgia). Today, the basic political, civil, linguistic, educational, religious and cultural rights of the Javakhk Armenians are flagrantly violated. The local Armenian political activists, who try to protest against the discriminatory policies of the Georgian authorities, are persecuted.

Within this context, April 17, 2011 will mark the 1000 days in jail of Vahagn Chakhalyan, an Armenian political activist from Javakhk. Arrested on the eve of the August 2008 five-day war, he was sentenced to 10 years of imprisonment by a Georgian court. The sentence was the outcome of a trial marked by flagrant violations of the law and was based mainly on many fake charges. The decision was clearly political in nature as it intended to curb the social and political activity of the Armenian activist who was deeply involved in the struggle for the protection of the rights of the Armenian population of Javakhk.

After Vahagn Chakhalyan’s arrest, multi-directional violations of the rights of the Armenian population of Javakhk gained a higher momentum. Thus, the social and political life of the Javakhk Armenians is today totally controlled by security forces. Under the pretext of improving the knowledge of the Georgian language, measures are officially taken for the quick “Georgianisation” of Armenian schools. Armenian teachers who have the courage to protest against such measures are fired. It is within this atmosphere of general disappointment and boycott that the local elections were rigged in May 2010.

A number of authoritative international organizations, such as the UN Commission on Human Rights and the Council of Europe, frequently urged the Georgian authorities to tackle the problems of the Armenian minority of Georgia and find adequate solutions, but the Georgian government has been constantly ignoring all these calls.

Taking into consideration the above facts, we, the undersigned, urge you to take immediate steps to put an end to the discriminatory policies against the Javakhk Armenians.

The tensions started with the presidential election on Feb. 19, the fifth since Armenia gained its independence from the Soviet Union in 1991. It pitted a political insider, the current prime minister and the close ally of the current President Robert Kocharyan, Serge Sargsyan, against Levon Ter-Petrossian, a prominent politician who was the country’s first elected president and who, according to unbiased and independent exit polls, has won the elections.

While Mr. Ter-Petrossian, put up a real opposition with an assertive campaign, the rest of the election conformed completely to the old Soviet standards; voting lists were artificially extended, votes were bought, voters intimidated, television coverage was embarrassingly skewed, big men in large cars bossed vote counters. As a result, the party in power stayed in power, with 52 percent of the vote.

The Organization for Security and Cooperation in Europe, which deployed about 350 observers, concluded that 16 percent of the count was “bad” or “very bad.” At one polling station, a quarter of all ballots were declared invalid. In another, all but one of 1,449 voters in a set of polling stations was for Mr. Sargsyan. Addressing the recommendations of international observers and popular protests on the results of the elections the State Election Authorities have conducted recount completely in accordance with orders received from the current authorities.

Since 20th of February the majority of people of Armenia, has been expressing its protest and revolt against the officially announced results of presidential elections by organizing peaceful gatherings, rallies, hunger strikes and non-stop demonstration in Yerevan. On 1st of March at 06:30 a.m. Special Forces violently dispersed several thousands of peaceful protesters on the Freedom Square of Yerevan. As eyewitnesses are reporting two protesters were killed by Special Forces, many of protesters were severely beaten; some opposition leaders were arrested and charged with irrelevant criminal cases. The leader of opposition, the main challenger for the Presidency Mr. Levon Ter-Petrossian, has been isolated by police forces and put under the house arrest.

On the same day about 250 000 thousands of protestors, including women, teenagers and elderly from different circles of the society, gathered on the square in front of French, Italian and Russian Embassies and the City Council. People were seeking the support of international democratic communities in their fight for justice. Regrouping later in response of offensive actions by police and military forces, demonstrates used buses as barricades. Some cars were set on fire. Lootings, which were reported by official sources and attributed to opposition, in fact were initiated by Governmental Special Forces, which is thoroughly documented by different eyewitnesses and reporters.
Around 22:00 the Special Forces and regular Army troops, which were deployed around the demonstration venue, attacked the people using tracer bullets and live cartridge, tear-gas, heavy military vehicles.

As the result of clashes 8 persons are reported dead by official structures. About 130 persons are injured and hospitalized. According to the information received from families the death toll is much higher. At the same time Authorities, in their attempt to hide the killing of two protesters during the seizure of Freedom Square, put their names in the list of people who were killed during the evening events. For hiding the real causes of death authorities are refusing to give bodies of victims to their families.

“Addressing” the violence initiated by the government the current President Mr. R. Kocharian has declared the State of Emergency in Yerevan and used this opportunity for the arrests and repressions against political opposition members, as well as for imposing restrictions on basic human rights and freedoms of the people of Armenia in a scale that reminds years of Joseph Stalin rule.

About 300 persons are already arrested; some relatives of Mr. Levon Ter-Petrossian, irrelevant to their occupation, are amongst them. All above mentioned is factually correct and can be easily proved.

The exploitation of the Teghut mine will have an immense negative effect on nature, life and health of the people of Armenia, as well as on the prospect of sustainable development for the country. The exploitation of this mine cannot be justified for any economic, social or environmental reasons.

We appeal to the government of Armenia to immediately close down operations of the dolphinarium in Yerevan.

We collectively and vehemently oppose the capture and confinement of cetaceans for the purpose of public entertainment and/or dolphin assisted therapy.

On April 15-16 Members of Parliament of Republic of Armenia together with international experts will discuss the amendments to the law "On conducting meetings, assemblies, rallies and demonstrations" introduced on March 17 of 2008. If you are a citizen of Armenia who considers these amendments as severe limitation imposed on freedom of assemblies that need to be immediately repealed you may sign the following petition addressed to the parliament of Armenia.

դիմում ենք Ձեզ, որպես ՀՀ քաղաքացու իրավունքների երաշխավորի: Մենք վստահ ենք, որ մեր պետության և եկեղեցու անվտանգության նկատմամբ աղանդների հասցրած ավերը կարող է անդառնալի լինել: Մենք չենք կարող հանդուրժել եկեղեցու սպասավորի հանդեպ աղանդավորների անամոթ պահվածքն ու բռնության գործադրումը, քանի որ վիրավորելով ու ոտնձգություն կատարելով հոգևորականի հանդեպ, նրանք վարկաբեկում են Քրիստոսահաստատ մեր եկեղեցին և այդ եկեղեցու հետևորդ յուրաքանչյուր քրիստոնյայի: Պակաս էական չէ հանգամանքը, որ հատկապես ՙԵհովայի վկաներ՚ աղանդի հետևորդներն սկսել են յուրայիններ փնտրել տարատեսակ ԶԼՄ-ների շարքերում և արդեն նաև նրանց միջոցով են տարածում սուտն ու կեղծիքը` պառակտելով մեր փոքրաթիվ քաղաքացիներին այս անգամ արդեն հոգևոր ու լրատվական դաշտերում:
Մենք հավատում ենք, որ ինչպես դարեր շարունակ, այսօր էլ եկեղեցու և պետության համագործակցության շնորհիվ կարող են լուծվել ազգի առջև ծառացած լուրջ մարտահրավերներն ու խնդիրները: Միայն թե դրա համար երկրի և քաղաքացիների համար պատասխանատուները պետք է ունկնդրեն սովորական քաղաքացիների ձայնը և կատարեն նրանց հոգևոր պաշտպանությանն ուղղված գործնական քայլեր:

The personal objections towards the results have been raised by some state officials who as a result were dismissed from the jobs; some of them were even arrested. The opposition leader is factually under home arrest. Moreover, during the first days after the dismissal of the demonstration there have been mass arrests of civilians participating in the rallies.

The absence of dialogue and implacability of the parties resulted in a violent dismissal of the rally on March 1 of the current year. As a result, the political rivalry took the form of armed clash between the state authority and people – supporters of the opposition.

As a result of violence 8 people at minimum are dead shot (gun shot) and more than 130 received serious injuries on both sides. As the evidence obtained from “Human Rights Watch” shows, some demonstrators have been beaten up by the police in a condition of unconsciousness.

The dismissal of demonstrators and bloodshed resulted in the enactment of State of Emergency in Yerevan for 20 days, within the framework of which the censorship is imposed on media (TV and press, as well as Internet editions). The dissemination of leaflets and other politically implicated information as well as news regarding the inner political situation in a country is also outlawed. In addition, rallies, meetings and other events are also banned. The restrictions on the functioning of non-governmental and political organizations have also been imposed.

Given facts and available evidence it appears that state authorities are carrying out mass arrests of the opposition members. Despite the address made to his supporters to disband until the removal of the State of Emergency by the opposition leader, the first President of Armenia Mr. Levon Ter-Petrosian, the emotional charge is still high in the society. The continuation of violence on local levels can not be ruled out taking into consideration the warning issued by the Chief of Staff of Armenia to the population “to refrain from assembly in Yerevan even in small groupings with regard of which even in any suspicious situation the armed forces will apply to the appropriate measures having determined by the law and constitution.”

To our belief, all this became possible due to the lack of timely and adequate attention to be devoted by the international community to the events developing in Armenia – member states of European Council and UN before the presidential elections as well as on the elections day and after the elections.

The aim is to know approximately how many people in Armenia are interested in classical music/pop opera/belcanto for inviting Il Volo to a tour in Armenia.
