Unlike Megan's Law in the United States, communities have no knowledge as to who they are or where they are. A public register is a right and a national duty that is long overdue.

The petition of the undersigned shows:

that the recent bullying-related death of 15 year-old Chloe Ferguson has led to a public outpouring of grief and concern, with many others coming forward to speak out about the devastating effects of bullying, including cyberbullying, in their own lives and the lives of their children and grandchildren.

Over 271 000 people have joined an online community calling for stricter anti-bullying laws and enforcement of those laws as part of a determined approach to addressing the ongoing problem of bullying. In addition to the signatures on the petition presented here, more than another 29 000 people have also signed non-conforming petitions, calling for review of Australia’s anti-bullying laws (over 19 5000 on GoPetition: Chloe’s Law – Bullying a crime punishable by law and over 9 500 on change.org: Australian Government: Introduce anti-bullying laws in Australia).

There is clearly strong community support for law reform in relation to bullying in general, and cyberbullying in particular.

The call from the community for action on this issue is supported by the research findings of Dr Colette Langos of the School of Law, University of South Australia, whose doctoral thesis considers the merits and constraints of enacting a specific criminal cyberbullying offence (Colette Langos, ‘Cyberbullying, associated harm and the criminal law’ (PhD Thesis, University of South Australia, 2013). Dr Langos has drafted model cyberbullying legislation which aims to criminalize only the most serious manifestations (forms) of cyberbullying, thereby minimizing over-criminalization, and we commend her work to the members of the Senate and any committees or inquiries that may result from this petition.

The signatories to this petition believe that Sections 15 and 17 of Division 474 of the Schedule of the Criminal Code Act 1995 (Cth) provide critical tools for the regulation of cyberbullying, capturing some behaviour that may not be adequately captured by state laws. Since s 474.17 of the Schedule of the Criminal Code Act 1995 (Cth) requires the perpetrator to be aware that there was a substantial risk the conduct would be considered menacing, harassing or offensive and that the perpetrator is unjustified in taking that risk, we believe there is educative, normative and legal value in the incorporation of a legal definition of cyberbullying into Division 474.

No child who is referred by a doctor as having sustained injuries intentionally inflicted or sexual in nature will be sent home until a full investigation is completed. When a medical professional or Hospital reports the likelihood of abuse that such a report will be treated in the same manner as a 000 phone call: A LIFE AT RISK, so that these children will be treated as a priority emergency.

Solicitor Tracy-Lynne Geysen was horrified by the spate of animal cruelty cases reported in the local media and decided to look into what the law was actually doing to deter the ongoing abuse.

“I was watching the news one day recently and a report came on about a dog that was found hanging from a tree. The announcer said the people who found the dog were shocked but no offender had been located,” she said. “Then there was the attempted skinning of a live cat and the rescue of close to one hundred animals from a house in Central Queensland. I wanted to see if justice was being served and I found out it manifestly was not!”

She found she was not alone. A number of equally disgusted lawyers and colleagues came together to form BLEATS and their supporters are growing daily.

“The Animal Care and Protection Act was strengthened in 2002 to provide for maximum penalties of $75 000 or 2 years imprisonment for the most serious of crimes against animals,” she continued. “But judgments such as a $400 fine for killing a dog with an axe or a suspended sentence of 3 months for beating and kicking a dog before hurling it into oncoming traffic makes one wonder how “bad” an offence has to be before more Magistrates enforce their powers.”

After researching this situation it became clear to BLEATS that much of the problem lay in precedent law – that is the Magistrates must look at previous sentences as a guide when sentencing offenders. As the prior sentences handed down were low, a vicious cycle developed.

BLEATS members have realised that to break this cycle they must make fellow lawyers aware of the situation and hopefully encourage them to volunteer as “forceful” advocates representing the RSPCA at these trials. They also want to ensure that low sentences are taken on appeal. Higher sentences at the appellate level would provide Magistrates with precedents for higher (and more appropriate) sentences. This secondary element targets more funding and sponsorship of the RSPCA to ensure appeals can be brought.

BLEATS has set up a website www.bleats.com.au targeting the legal community. Apart from providing more information on the topic, the website calls for anyone interested to contact the RSPCA in relation to providing assistance for the cause.

BLEATS is also spreading awareness by targeting legal publications and the legal industry in general.

1: Nathan willingly injected a drug that gave him violent outbursts;
2: Nathan choose to bathe Bailey on the 1st of April 2011 knowing he was under the influence of amphetamines and agitated;
3: Nathan struck Bailey on the head and body more than once and as little as 4 times;
4: Nathan lied to medical professionals hampering resuscitation efforts;
5: Nathan showed no remorse after the fact, he was witnessed using drugs and alcohol while enjoying social events;
6: Nathan lied to police for the 5 weeks preceding Bailey's death hindering closure for family;
7: Nathan winked and smiled when handed the 6 year non parole period sentence he was openly over joyed with such a light sentence, this shows no remorse or potential for rehabilitation in such a short term as remorse for a crime would be where one would start;
8: Bailey was 4 years old not even 20kg when Nathan William Forrest beat him with such force he died from as stated in the autopsy "multiple injuries".

Bullying costs the economy millions of dollars each year.

Statistics now show that the largest majority of Children that do not attend school and or have days away are not in attendance due to being subjected to bullying.

Unfortunately statistics although very high once looked into and researched, have not been collected over a long period of time to show us all the true figures of the problem which would be no doubt astronomical, however ignored due to the problem of bullying not widely recognised as it is now.

ATTORNEY-General Brian Wightman has vowed to review Tasmania's anti-bullying laws.

The pledge by Mr Wightman comes in the wake of a public outpouring over the tragedy of Hobart schoolgirl Chloe Fergusson.

The review of the Criminal Code will determine whether laws preventing bullying need to be strengthened.

The move comes after the Mercury revealed how Chloe, 15, endured three years of physical and verbal abuse and cyber bullying before taking her life last week.

The push for Chloe's Law was started by Chloe's Fergusson's sister Cassie Whitehill where she began a face book page called Chloe's Law - Introduce Anti bullying laws in Australia.

Such Page has had in reach of 295,932 people in just five days which also continues to rapidly grow.

Further Cassie also began a petition on Change.org named 'Australian Government: Introduce anti bullying laws in Australia.'

Such petition to date 22/9/2013 has 4057 Signatures over a short 5 day period and still growing by the minute.

This proves that the People of Australia want something done and they want it done now..

Chloe's Sister Cassie in conjunction with Angels Goal Inc. Australian Anti- bullying Organisation are determined to see this occur.

The introduction of Chloe's Law with an amendment to each states criminal law act throughout Australia and Tasmania must be addressed immediately and passed as our children and people in our community are being diagnosed with a mental illness or dying every day due to being bullied.

Enough Is enough it is time for the Australian state and federal governments to act.

A video showing a teenage girl getting bashed by eight thugs and the initial police inaction has shocked the country.

The Attack On Mik

The video shows a 16-year-old girl getting punched and repeatedly kicked by a pack of thugs as she sat passively trying to protect her head. Although the beating took place at Southern Cross Station in broad daylight, no one intervened.

The victim's mother told me the savage thugs also dragged her daughter off the bench and stomped on her off-camera.

The photos of Mik taken after the attack were as heartbreaking as the video. She suffered broken ribs, two black eyes and severe bruising all over her body.

Thankfully, physically she will recover. As for the emotional and mental damage, it's impossible to know.

Mainstream Media and Police

The mainstream media refused to give the story any airtime because it didn't suit their narrative. As a result, the Police had almost no pressure to open an investigation. They claimed to the distraught mother, that "without a victim statement, they can't do anything".

Mik says she is too scared to make a statement. She has real fears of retaliation by her attackers.

So I was forced to step in and do the mainstream media's job for them. I posted the shocking footage that has since gone viral.

In response: Victoria police now say they have officially opened an investigation, even without the victim's statement.

On June 23, 2016, LAOL announced that we will run a #UNEXIT Leave-UN Campaign. This will be a long-term campaign to leave the United Nations.

If the UK via #BREXIT can leave the EU, then there is nothing prohibiting Australia from leaving the United Nations. Let Australia be the country to take the lead. It took 20 years from the initial concept of the British leaving the EU to having a successful referendum. Our campaign will remain active until we can rid Australia of the curse of the UN.
