      <description><![CDATA[<p>UNICEF estimates that 490,000 children are orphans in Haiti.  This translates to 6% of Haiti's total population.</p>

<p>In 2004, at the height of intercountry adoptions into the U.S., over 350 children were served through intercountry adoption. Thousands more including local Haitian communities were served by family preservation and other permanency services.</p>

<p>However, over the past three years the processing of adoptions in Haiti has slowed to a crawl.   Abandoned children now endure 2 or more years of debilitating effects on their health, development and emotional well-being while awaiting the completion of their adoption.</p>

<p>The delays imposed over the past three years are largely the result of the Haitian government's implementation of an inadequate child welfare and protection law.  This law provides insufficient child protections and does not reflect the realities of current Haitian society.  While enforcement of current laws are generally seen a positive, this particular law is significantly dated and does not serve the best interest of children in need of a permanent family.</p>

<p>The obvious solution to the crisis is the passage and implementation of a new adoption and child protection law.  Such a law has been drafted, introduced into the Haitian National Assembly and supported by the Joint Council on International Children's Services, the U.S. government, the French government and UNICEF.</p>]]></description>

      <title>End Child Slavery in Haiti</title>

      <description><![CDATA[<p>A "restavèk" is a Haitian child who is turned over by his or her parents to a household that exploits the child’s labor and vulnerability to handle house chores. A restavèk is a house slave.</p>

<p>Parents who engage in such barter do so in theory to provide their child schooling, food, shelter, and clothing in exchange for domestic labor. That is the exception however. The rule is that they throw their child into a nightmarish hell, isolated from parental love and care, the restavèk spends his or her formative years, deprived of schooling, and subjected to long days of work with no pay and living conditions inferior to those of the overseer’s family. These children, who are routinely abused sexually, physically and verbally by members of the household, perform whatever services the overseer requires of them. The restavèk system is unique to Haiti in that the trafficking of such children is done within the country, even within communities.</p>

<p>The Committee to Promote the Rights of “Restavèk” Children of Fond des Blancs, or COSEDERF, believes that one cannot disconnect the social ills of restavèk from the dire economic situations found in regions such as Fond des Blancs. In this sense, poverty drives the restavèk system by forcing parents to chose between sending a child away in the hopes of securing a better economic situation for the child or, in many cases, allowing the children to stay hungry at home. COSEDERF thus believes that the socio-economic standards of Fond des Blancs must be improved to guarantee that the rights of every child in the region are respected. Among these rights are the rights to clothing, nutritious diets, potable water, passable roads, and most importantly, free and compulsory primary schooling.</p>

<p>In November 2006, COSEDERF assembled a 91-member petition working force that gathered nearly 13,000 signatures of adults in Fond des Blancs – just over half of the locality’s estimated adult population – who want to completely eliminate the restavèk system in the region. Signers of the petition formally demanded that the Haitian Government, the United Nations, the various non-government organizations active in Haiti, and the international community present in Haiti address the unmet economic needs of the people in Fond des Blancs that ultimately perpetuate a system of bondage that cannot guarantee the protection of the rights of their children. The primary need voiced by the petition: the right to free, primary schooling as guaranteed by Haiti’s Constitution.</p>]]></description>

      <title>Prioritize (more) helicopters to mobilize relief supplies in Haiti</title>

      <description><![CDATA[<p>Thank you for visiting the petition site. Given the significant positive changes in logistics of supply distribution in Haiti the petition is no longer needed. Thank you for being an involved individual. Details on the positive changes in logistics planning in Haiti  are below.</p>

<p>As of 2/4/10 the ground  mobility of "supplies" in Haiti has dramatically changed.  As it pertains to food: World Food Program (WFP) has established 16 permanent sites for food distribution in and around  Port au Prince (PAP). A coupon system has been established to regulate and document distributions. "Women" can take these coupons to redeem a 55 pound bag of rice. To date 850,000 people have received food. UN stabilization Mission in Haiti (MUNISTAH) reports that general security is stabilized. The UN has hired haitians to clear the roads, this also improves ground mobility. As it pertains to medical treatment: Over 23 thousand patients have been treated by the US dept. of health, USAID, and OFDA alone. The joint US military Haitian task force have treated 3, 300 patients, 800 of which have been on board one of the four US ships. Florida alone has treated 530 Haitians and many caribbean country states are in the process of accepting the injured. ORIGINAL PETITION:</p>

<p>Haiti's 7.0 earthquake and subsequent tremors ranging from 6.0-2.5 magnitude have decimated the infrastructure and people. As of 1/24/10 there are over 111,000 people confirmed dead and 600,000 homeless in the Port au Prince (PAP) area. International aid including supplies have a means of entering the country. The USS Carl Vincent aircraft carrier has moved in to act as a floating airport. The airport at Port au Prince has only one runway but is operational. Jacmel air port is operational and San Isidro airport in the Dominican Republic (120 miles away) is open relief operations.</p>

<p>Relief cargo pours into the country. As of January 28 2010, twenty four ships transporting relief cargo and 15 thousand personnel have reached Haiti. Nonetheless, hospitals and medical stations, where hundreds and thousands are gathered, still await help.</p>

<p>These include but are not limited to: the PAP Area, Choscal hospital, cite soleil, Hospital Universite D’etat D’Haiti, Saint Francis de Sales Hospital; West of PAP: Villa Creole hotel, Paitionville, Petit Goâve, Grand Goâve, Léogâne; Jacmel hospital.</p>

<p>“There are serious, unmet food and water needs and part of it is that a distribution system just does not exist.” (Bill Clinton addressing the World Economic Forum in Davos, Switzerland, 1/28/10)</p>

<p>The US Air Force is in control of the airport at PAP. As of 1/28/10 a confirmed 63 helicopters are on the ground.  Nonetheless supplies are not reaching areas of concentrated medical need resulting in the mass movement of vulnerable populations in search of help.</p>

<p>Priority has been given to the mobilization of military security on the ground. Although this is indeed important the loss of human life will also be exacerbated without the concomitant transportation of medical supplies to established medical facilities. Furthermore, efficient shuttling of supplies would result in basic and medical needs being met. This would reduce the pattern which is now being seen. Haitians are moving around the affected area in search for help and as a result, are missing out on it.</p>

<p>Given the catastrophic damage to ground infrastructure US helicopters in Haiti are key to the meaningful mobilization of medical personnel and supplies. This is not to be confused with food "air drops." Haiti needs a strategic shuttling of medical supplies from the airports at Jacmel (southwest of PAP), PAP international airport, San Isidro Airport in the D.R and the port (30% operational as of 1/25/10) to the above mentioned hospitals, medical stations  and areas of concentrated medical need.</p>]]></description>

<p>Nous vous adressons cette lettre pour donner lieu à une pétition concernant la situation économique et sociale de la 3eme section communale La Vallée de Bainet, Haïti. Au nom de la population de la section, nous vous invitons à en prendre connaissance dans l’esprit de coopération et de progrès qui anime votre politique générale.</p>

<p>Nous croyons, fermement, que l’objet de notre pétition ne saurait, en aucun cas, contredire le sens de votre action largement appréciée, mais, plutôt, devra y trouver sa place légitime, vu l’état dégradant et impitoyable de notre région située non loin de Cote de Fer et de La Vallée de Jacmel.</p>

<p>La Vallée de Bainet d’Haïti est un atout  alimentaire viable et précieux pour Haïti. Considérant les avantages socio-économiques qu’il peut offrir à tout le pays, sa situation mérite une attention spéciale et une prise en charge immédiate de la part de votre gouvernement. Une telle action ne ferait que favoriser notre indépendance budgétaire et faciliter le financement des projets publiques.</p>

<p>• La Vallée de Bainet a besoin d’encadrement pour relancer sa production agricole et rentabiliser ses activités d’élevage.</p>

<p>• La Vallée de Bainet ne peut pas continuer à végéter dans la désolation et l’insalubrité. Nous croyons que votre gouvernement de changement pourra marquer la différence et prendra, immédiatement, les mesures nécessaires pour mener, à terme, l’action que nous proposons.</p>

<p>L’action proposée…………</p>

<p>Au nom de la population de La Vallée de Bainet, nous demandons à votre gouvernement la mise en œuvre des projets suivants:</p>

<p>•.l’encadrement des paysans pour faire avancer l’agriculture et le reboisement<br />
• La construction de la route reliant Blockauss à Bainet par La Petite Plaine jusqu’à Cote de Fer, ainsi qu'a Haut Grandou.<br />
• La construction  d’un  Marché a  Blockauss.<br />
• La construction d’un Hôpital polyvalent dans la region situee entre la ville de Bainet et La Vallee de Jacmel, en réseau avec des cliniques de santé installées dans d’ autres régions de la section.<br />
• La construction d’une école polyvalente à vocation technique à Begin et des écoles à section primaire et secondaire dans les toutes les régions de la zone.<br />
•  Le reboisement des bassins versants contournant la 3eme section.<br />
• Le relancement  de l’agriculture et de l’élevage dans la région</p>
