      <title>Stop the Legalisation of Online Gambling in Singapore</title>

This petition is to call upon the Singapore Government to immediately and unequivocally reject Singapore Pools and Singapore Turf Club's appeal for exemption from the Remote Gambling Act. We, as fellow citizens of Singapore, are deeply concerned about the possible implications of allowing such exemptions due to the many and real problems caused by the easy availability of online betting.</p>

<p>Even setting limits on how much and how often one can bet is not enough, because the very nature of online betting can cause young people to become addicted to gambling - which can last for a lifetime and be just as addictive or even more than drugs.</p>

<p>According to today's Straits Times articles dated 15 Sep 2016:</p>

<p>Singapore Pools and the Singapore Turf Club (STC) "are preparing to launch their online betting services, in anticipation of getting the green light from the authorities."  And more audaciously, they've even run "final tests on their online betting platforms and have prepared advisories for staff and customers."</p>

<p>Such actions are contrary to the intended objective of the Remote Gambling Act (as listed in Part 1, Section 7), which is to protect "young persons and other vulnerable persons from being harmed or exploited by remote gambling".</p>

<p>However, our own MPs have warned that allowing these lottery companies to be exempt from the Remote Gambling Act will "send mixed signals." Furthermore, social workers have seen the rise of additional problems that arise from problem gambling.</p>

<p>In fact, NCPG's own statistics for 2011-2014 have shown that problem gamblers are starting younger, no thanks to online gambling (http://news.asiaone.com/news/singapore/problem-gambling-rate-spore-falls-more-starting-young-survey) .</p>

<p>Already, the legalization of casinos in Singapore has led to families in Singapore getting hooked on gambling, and has led to a rise in crime and bankruptcies. Many of us personally know of families and loved ones who have fallen into the trap of gambling addiction, and the pain and anguish of trying to help them overcome, only to see them relapse and lie and even attempt suicide.</p>

<p>Families have been ruined, fathers and mothers have attempted suicide, careers and marriages destroyed... is it worth it to sacrifice the future of a nation and our next generation for short-term financial gains?</p>

<p>Even the exclusion orders that we can place has proven to be of limited use, as problem gambling is extremely addictive - even more than drugs. Scientific research (e.g. http://www.scientificamerican.com/article/how-the-brain-gets-addicted-to-gambling/) has clearly shown that gambling is just as - if not more - addictive than drugs. If we are willing to institute the death penalty for drugs because of the social destruction that drugs cause, then why do we allow gambling to enter our nation too?</p>

<p>Thus, the best defense against gambling addiction is to prevent gambling addiction in the first place.  Prevention is better than cure.</p>

<p>Therefore let us call upon the Government to set a clear sign that online gambling will continue to not be tolerated, especially in an age where the Internet makes it too easy for young people to get hooked.</p>

Petisyen ini adalah untuk menyeru Pemerintah Singapura untuk segera menolak rayuan Singapore Pools dan Singapore Turf Club untuk dikecualikan daripada Akta Perjudian Online. Kami, rakyat Singapura, amat bimbang mengenai implikasi membenarkan pengecualian tersebut kerana ternyata banyak masalah yang disebabkan oleh pertaruhan online yang mudah ditemui.</p>

<p>Menetapkan had untuk berapa banyak dan sering seseorang boleh bertaruh tidak mencukupi, kerana tabiat taruhan online boleh menyebabkan anak-anak muda ketagihan judi - ini boleh bertahan sepanjang hayat dan menjadi ketagihan seperti atau lebih daripada dadah.</p>

<p>Menurut laporan Straits Times hari ini, 15 September 2016:</p>

<p>Singapore Pools dan Singapore Turf Club (STC) "sedang membuat persiapan untuk melancarkan perkhidmatan pertaruhan online, dengan jangkaan mereka akan menerima  kebenaran daripada pihak berkuasa." Dan lebih berani lagi, mereka telah pun menjalankan "ujian terakhir pada platform pertaruhan online dan sudah menyediakan nasihat untuk kakitangan dan pelanggan."</p>

<p>Tindakan sedemikian adalah bertentangan dengan objektif Akta Perjudian Online (seperti yang disenaraikan dalam Bahagian 1, Seksyen 7), iaitu untuk melindungi "orang-orang muda dan orang-orang yang terdedah daripada dianiaya atau dieksploitasi oleh perjudian online".</p>

<p>Walau bagaimanapun, Anggota Parlimen kita telah memberi amaran bahawa membenarkan syarikat-syarikat loteri untuk dikecualikan daripada Akta Perjudian Online akan "menghantar isyarat bercampur-campur." Tambahan pula, pekerja-pekerja sosial telah melihat kebangkitan masalah tambahan yang timbul daripada ketagihan judi.</p>

<p>Malah, statistik NCPG untuk 2011-2014 telah menunjukkan bahawa penjudi mula menjudi lebih muda, kerana perjudian online.<br />

<p>Dengan menghalalkan kasino di Singapura, ini telah mengakibatkan keluarga di Singapura semakin ketagihan judi, dan telah menyebabkan peningkatan jenayah dan muflis. Ramai di antara kita kenal dengan keluarga dan orang tersayang yang telah jatuh ke dalam perangkap ketagihan judi, dan kesakitan dan penderitaan ketika cuba untuk membantu mereka mengatasi ketagihan ini, hanya untuk melihat mereka berulang dan berdusta dan juga cuba membunuh diri.</p>

<p>Keluarga telah hancur, bapa-bapa dan ibu-ibu telah cuba membunuh diri, kerjaya dan perkahwinan musnah ... apakah ia menguntungkan untuk mengorbankan masa depan negara dan generasi akan datang untuk keuntungan kewangan jangka pendek?</p>

<p>Walaupun kita boleh meletakkan perintah pengecualian, tetapi kegunaannya terhad, kerana masalah perjudian adalah sangat ketagihan - lebih daripada dadah. Kajian saintifik (http://www.scientificamerican.com/article/how-the-brain-gets-addicted-to-gambling/) telah menjelaskan bahawa perjudian adalah sama - atau lebih -  daripada ketagihan dadah. Jika kita sanggup mempunyai hukuman mati untuk dadah kerana kemusnahan sosial yang disebabkan olehnya, mengapa kita membenarkan perjudian untuk memasuki negara kita juga?</p>

<p>Justeru itu, perlindungan terbaik daripada ketagihan judi adalah untuk mengelakkan terjadinya ketagihan judi. Mencegah lebih baik daripada mengubati.</p>

<p>Oleh itu marilah kita menyeru Pemerintah untuk menetapkan dengan jelas bahawa perjudian online tidak akan diterima, terutama di zaman internet yang menjadikan ia terlalu mudah untuk golongan muda untuk ketagihan judi.</p>

<p>Kami, yang bertandatangan di bawah, menyeru Pemerintah Singapura untuk segera menolak pengecualian Singapore Pools dan Singapore Turf Club daripada Akta Perjudian Online, untuk melindungi keluarga dan rakan-rakan kami dari ancaman ketagihan judi.</p>

இது, சிங்கப்பூர் அரசு உடனடியாக,  முற்றிலும் எவ்வித ஐயத்துக்கிடமின்றி, தொலை சூதாட்டம் சட்டத்திலிருந்து விலக்கு கேட்கும்  சிங்கப்பூர் போல்ஸ் மற்றும் சிங்கப்பூர் டர்ஃப் கிளப்  மனுவை  நிராகரிக்க வேண்டும் என்பதற்காக போடப்படும் மனு. சிங்கப்பூரர்களாகிய நாம், இணையதள சூதாட்டத்தால் எழக்கூடிய பிரச்சனைகளை பற்றி ஆழ்ந்த கவலை கொண்டுள்ளோம்.<br />
இந்த இணையதள சூதாட்டத்திற்கு எந்த வித வரம்புகளுமின்றி தடை செய்ய வேண்டும். ஏனெனில் அது நம் இளைஞர்களை அதற்கு அடிமை படுத்திவிடும். சூதாட்டம் போதை பழக்கத்தை விட கொடியது.<br />
சிங்கப்பூர் போல்ஸ் மற்றும்  சிங்கப்பூர் டர்ஃப் கிளப், அதிகாரிகள் ஒப்புதல் தருவார் என்ற நம்பிக்கையில் இணையதள சூதாட்டத்தை ஆரம்பிக்கும் வேலையில் ஈடுபட்டுள்ளனர்.<br />
மேலும் பயமற்ற, அவர்கள், இறுதி கட்ட சோதனைகளை நடத்திவருவதுடன் தங்கள் இணையதள சூதாட்டத்தளங்களில் ஊழியர்கள் மற்றும் வாடிக்கையாளர்களுக்கு  ஆலோசனைகளையும்  தயாராக வைத்துள்ளனர்.<br />
இத்தகைய செயல் இளைஞர்களையும் மற்ற சூதாட்டத்தால் பாதிக்கப்பட்டவர்களையும்,  காப்பாற்ற வேண்டிய தொலை சூதாட்ட சட்டத்திற்கு (பகுதி 1, பிரிவு 7 இல் பட்டியலிடப்பட்டுள்ளது ) புறம்பானது.<br />
எனினும், எங்கள் சொந்த பாராளுமன்ற உறுப்பினர், இந்த லாட்டரி நிறுவனங்களை தொலை சூதாட்டம் சட்டத்திலிருந்து  விலக்கு அனுமதிப்பதனால் கருத்துவேறுபாடு ஏழும் என்று எச்சரித்துள்ளார். மேலும் சமூக ஆர்வலர்கள் இதனால் எழக்கூடும் கூடுதல் பிரச்சினைகளையும் கண்டுவருகின்றனர்.</p>

<p>உண்மையில், 2011-2014 க்கான NCPG சொந்த புள்ளி விவரப்படி சூதாடிகள் பெரும்பாலும் இளைஞர்கள் என்று காட்டுகின்றது.<br />
ஏற்கனவே, சிங்கப்பூர் சூதாட்ட விடுதியை சட்டபூர்வமாக்கியதால் பல சிங்கப்பூர் குடும்பங்கள் சூதாட வழிவகுத்து, குற்றங்கள் மற்றும் திவால்கள் அதிகரித்துள்ளது .<br />
நமக்கு தனிப்பட்ட முறையில் பல குடும்பங்கள் மற்றும் அன்புக்குரியவர்கள் இந்த  சூதாட்ட வலையில் விழுந்த கதைகள்  தெரியும்.  மேலும் அதிலிருந்து  வெளிவர  அவர்கள் படும் வலி மற்றும் வேதனையினால் அவர்கள் பொய் சொல்லுவதும், சீர்கெடுவதுமின்றி சிலர் தற்கொலைக்கும் முயற்சித்துள்ளனர்.<br />
குடும்பங்கள் பாழாகியுள்ளன, தந்தைகள் மற்றும் தாய்மார்கள் தற்கொலைக்கு முயற்சித்துள்ளனர், தொழில் மற்றும் திருமணங்கள் அழிந்துள்ளன... குறுகிய கால லாபத்திற்காக நமது எதிர்காலத்தையும் அடுத்த தலைமுறையினரையும் தியாகம் செய்ய வேண்டுமா.?<br />
நாம் முன் வைக்கக்கூடிய  விலக்கல் கட்டளைகள் கூட, வரையறுக்கப்பட்ட பயந்தான் தரும் என்பது நிரூபிக்கப்பட்டுள்ளது. ஏனெனில் சூதாட்டம், போதை பழக்கத்தை விட அடிமைப்படுத்தும் சக்தி கொண்டது.<br />
அறிவியல் ஆராய்ச்சி (e.g. http://www.scientificamerican.com/article/how-the-brain-gets-addicted-to-gambling/) இதனை தெள்ளத்தெளிவாக காட்டுகிறது. நாம் போதை பொருட்கள் உபயோகிப்பதற்கு மரண தண்டனை தர தயாராகவுள்ளோம் என்றால் ஏன் அதை விட கொடிய சூதாட்டத்தை நாட்டுக்குள் அனுமதிக்க வேண்டும்.</p>

<p>ஆகையால் சூதாட்டத்திற்கு அடிமையாவதை தடுக்க முதலில் சூதாட்டத்தை தடை செய்ய வேண்டும். வரும் முன் காப்பதே சிறந்தது.<br />
எனவே, இளைஞர்களை எளிதில் அடிமையாகும் இந்த இணையதள சூதாட்டத்திற்கு  தடை விதிக்கக்கோரி அரசிடம் நாம் அனைவரும் முறையிடுவோம்.</p>

这项联名签署的目的是吁请新加坡政府明确的拒绝批准新加坡博彩公司和新加坡赛马公会申请，请政府不让其公司得到远程投注的豁免权，使他们的远程投注无法合法化。<br />
我们以下的新加坡公民，非常关心这两间公司能豁免合法开放远程网上投注后，将给新加坡带来诸多真实并永久性的社会问题和影响。即使政府能够限制次数或赌注数目，博彩和赛马公会的投注网站会使人容易沉迷赌博，比吸食毒品更让人不能自拔。<br />
根据以下2016年9月15日海峡时报报道:<br />

如此的行为已违背现有 Remote Gambling Act, part 1 section 7的法律精神，促使年轻人和其他人民受到赌博引诱和伤害。<br />
一些国会议员已警告过使以上两家公司合法接受远程投注，不受"Remote Gambling Act"的限制，会给人民带来混乱和不一的信息。社会工作人员也已经观察到本地受赌瘾影响的人增加许多。<br />

如果我们因为毒品对社会的破坏而执行对毒贩死刑的处置，新加坡为什么要使它能够大方进入我国社会体系，使如此有害的赌博活动远程投注合法化？<br />

我们现在活在一个年轻一代能够轻易上网的国家，我们吁请新加坡政府对赌博行为划清界限，不要给予博彩公司和赛马公会赌博远程投注的豁免权。<br />
我们要求政府拒绝新加坡博彩公司和赛马公会远程投注的申请，保护我国家庭和朋友不受赌博引诱和赌瘾侵害。</p>]]></description>

      <title>We are against Westminster City Council’s new parking regulations</title>

      <description><![CDATA[<p>Westminster City Council has passed new parking regulations which will be implemented by 1st December 2011; these new regulations will have a negative effect on all local businesses and anyone who works in the local area as you will not be able to park on single yellow lines until after 12am from Monday through to Saturday and only after 6pm on a Sunday.</p>

<p>The fees for the parking meters will be £2.40 per hour Monday, Tuesday and Wednesday and £4.80 on Thursday Friday, Saturday and Sunday.</p>

<p>We would like everyone who these new regulations affect to please sign the petition so we can stand together as one.</p>]]></description>

      <title>TAXI MONOPOL</title>

      <description><![CDATA[<p>Zahvaljujući zloupotrebi monopola u Zagrebu su cijene taksi usluga višestruko veće od cijena u drugim gradovima Hrvatske i svijeta. Ukidanjem monopola omogućava se širokom sloju građana korištenje taksi usluga (Primjer: Grad Rijeka). Tako vožnja na udaljenost od 5 km košta u Rijeci 20 kn, dok ista vožnja u Zagrebu košta 54 kn. Gradska skupština Grada Zagreba prenjela je ovlasti za određivanje cijena na jednu jedinu opskurnu udrugu taksi prijevoznika pod imenom "Udruženje taksi prijevoznika Grada Zagreba".<br />
Udruga je u bliskim odnosima s gradonačelnikom Grada Zagreba i reklamira njegov Blog na svojim web stranicama (http://www.radio-taksi-zagreb.hr/onama.htm).<br />
Samo članovi tog "Udruženja" smiju obavljati autotaksi prijevoz, a obavezni su zaračunavati cijenu usluga po cjeniku kojeg je odredilo "Udruženje". Agencije za slobodu tržišnog natjecanja RH u svojoj odluci od 24.12 2004. utvrdila je da formiranje cijena taksi prijevoznika nije u skladu s pricipima slobodnog tržišnog natjecanja.<br />
Zbog astronomskih cijena korištenje autotaksi usluga u Zagrebu dostupno je vrlo uskom krugu dobro stojećih građana, a obični građani koriste taksi usluge samo u slučajevima nužde. Posljedica taksi monopola su pljačka građana, velika frekventnost vozila u centru grada, kao i nedostupnost taksi usluga bolesnim i nemoćnim građanima. Taksi monopol je samo još jedan dokaz kako interesni lobiji u Hrvatskoj organizirano pljačkaju građane.<br />
Isto se događa sa preskupim cijenama parkinga, određivanjem kazne za prekoračenje parkinga i šlepanjem vozila. ZAGREBPARKING, poduzece u vlasništvu Bandićeva Holdinga, kontrolira parking u gradu, određuje samovoljno cijene parkinaga, cijene šlepanja i kazne za prekoračenje vremena parkinga. Ustavni sud RH je nedavno presudio da su visine kazni za prekoračenje vremena parkinga protuustavne.  Cijene parkinga, šlepanja i kazne za prekoračenje parkinga u odnosu na prihode građana su višestruko veće od većine europskih zemalja.</p>]]></description>

      <title>Save 514 Wellington</title>

      <description><![CDATA[<p>You might recognize this magnificent home -- it has stood on the corner of Wellington Crescent and Kingway, right beside St Mary's Academy, since 1909.</p>

<p>It has housed a succession of notable Winnipeggers over the years, including the founder of the Grain Exchange and one of the first owners of the Free Press.</p>

<p>The most recent owner of this home, a former senator, has lovingly and meticulously maintained it for 40 years. Earlier this year, a businessman bought it under the pretense that he'd continue to preserve the house and use it as his family dwelling. However, after the sale went through, he revealed plans to destroy the house and landscaped lot and fill it with 24,000 sq. feet of curb-to-curb condominiums.</p>

<p>We believe that preserving our historic buildings is important because it helps preserve the character of Winnipeg in general. If you're proud of our city like we are, and you appreciate its tree-lined streets with beautiful homes, we hope you'll support us in our cause.</p>

<p>It is with deepest regret that as of 31st May 2015 Hallen Football Club are to be evicted by Almondsbury Parish Council from our Moorhouse Lane ground, and therefore with no playing facilities we have no option other than to fold.</p>

<p>The decision by Almondsbury Parish Council to close The Hallen Centre will not only affect our First Team, playing in the Toolstation Premier Division and our Reserves, it will also mean the end of our thriving Hallen Juniors (Under 6’s, 7’s, 8’s, 9’s & 15’s).  Other sporting activities that will cease include; Saturday morning church football, 2 x Sunday football teams, 2 x Hallen cricket teams and 4 x Skittles teams. Bristol Rovers Academy who have used the ground to train and play their home matches this season will also need to relocate. As well as the football the residents of Hallen Village will lose their Community Centre where the Village Committee meet and host activities such as the Autumn Club and Horticultural Show.</p>

<p>During the 2014/15 season in an attempt to save the facility from closing our annual rent was increased to £12,000, with our small Hallen Committee, all of whom are volunteers having run the whole centre and maintain the grounds also. For the 2015/16 season Almondsbury Parish Council have asked us to take on the total cost of The Hallen Centre which is estimated to be over £20,000 per year and we are simply not in the position to sign a 'blank cheque'.</p>

<p>To try and avoid our 66 year old club folding, we as a football club have proposed a number of solutions to Almondsbury Parish Council which included renting the detached changing rooms and erecting a new club house, or even just continuing to lease the pitches but all have been denied us.</p>

<p>During our 40 years at Moorhouse Lane the ground has been turned from a ploughed field to a Southern League standard football ground. This has only happened through the love and dedication of a very small committee for the enjoyment of so many. To see this taken away by Almondsbury Parish Council citing financial reasons when they have £1.8million in the bank, and have just spent £1000's on a high profile solicitor to eject Hallen FC, is very hard to take.</p>

<p>Hallen FC have been model tenants since moving into The Centre, always paying their rent on time, and very feel hard done by.</p>]]></description>

      <title>Petição "Pela Manutenção da Calçada Portuguesa na Cidade de Lisboa!"</title>

      <description><![CDATA[<p><b>À atenção da Senhora Presidente da Assembleia da República e do Senhor Presidente da Câmara Municipal de Lisboa</b></p>

<p>Considerando que a Calçada Portuguesa é “ex-libris” da cidade de Lisboa, factor identitário da cidade aquém e além-fronteiras, elemento central da sua beleza e luminosidade, ambientalmente sustentável, regulando a temperatura e aumentando a permeabilidade do solo, vantagem competitiva,  e, não poucas vezes, único elemento de valor do nosso espaço público;</p>

<p>Considerando que desde há décadas se assiste à má colocação e à pior manutenção da Calçada Portuguesa um pouco por toda a cidade, fruto de um sem-número de problemas por resolver (utilização de material de má qualidade, colocação por não calceteiros, obras constantes no subsolo, estacionamento automóvel nos passeios, etc.), que resultam em calçada esburacada, escorregadia e perigosa para o peão, sobretudo em arruamentos íngremes, contribuindo assim para uma compreensível aversão dos transeuntes à mesma;</p>

<p>Considerando que a Câmara Municipal de Lisboa, incompreensivelmente, tem vindo a procurar resolver este problema de forma ilógica, planeando a sua substituição por blocos de lioz e outros materiais a toda a cidade excepto à Lisboa histórica (contudo já o fez no Miradouro de Sta. Catarina e na Rua da Vitória, por ex.), e não, em vez disso, optando por corrigir as más práticas referidas no parágrafo anterior;</p>

<p>Os abaixo assinados SOLICITAM À ASSEMBLEIA DA REPÚBLICA E À CÂMARA MUNICIPAL DE LISBOA para que providenciem no sentido de, doravante, a CML:</p>

<p>1.  <b>Combata eficazmente o estacionamento automóvel em cima dos passeios</b>, causa de grande parte da destruição da calçada portuguesa.</p>

<p>2.  <b>Proíba a colocação de pedras que não de calçada portuguesa nas obras a decorrer no espaço público de Lisboa</b>, seja em obras da iniciativa da CML seja de terceiros.</p>

<p>3.  <b>Regulamente de forma eficaz as obras de infraestruturas</b> (com calendarização regular de inspecções) levadas a cabo por terceiros, obrigando a que aquelas utilizem calceteiros credenciados para o efeito.</p>

<p>4.  <b>Dignifique a profissão de calceteiro</b> (incentivos financeiros e outros).</p>

<p>5.  <b>Crie unidades de intervenção imediata de calcetamento</b>, que monitorizem a cidade diariamente.</p>

<p>6. <b>Elabore</b> e torne público o ‘<b>caderno de encargos</b>’ que se pretende em termos de piso alternativo (materiais, novas abordagens, estética, etc.) nos casos e zonas em que tal se revele inócuo, a fim de se evitar um resultado como o verificado no Miradouro de Santa Catarina.</p>

      <title>Stop the 12.30am curfew in Aberdeen</title>

      <description><![CDATA[<p>From September this year, Aberdeen Licencing Board and the City Council will pass a law that will see every pub, bar and club in Aberdeen close its doors at 12.30am to the public. This will mean that members of the public will not be admitted to the premises after this time.</p>

<p>The Council is of the opinion that this will prevent customers who intend to drink alcohol after 1am from drifting between premises and/or remaining on the streets with the potential for anti-social behaviour and public nuisance.</p>

<p>However, look at the other side of the story. What sort of detrimental effect will this have on pubs and clubs as a business? How many people will be left stranded with nowhere to go on a night out, thus increasing the number of people roaming the streets? How busy will queues for clubs be between 11pm and 12.30pm thus increasing the chance of a volatile situation arising? How does a curfew stop people drinking themselves silly?</p>

<p>How do you monitor who has been in before and who is going outside for a smoke etc?</p>]]></description>

      <title>Stop Barnet Council’s Increased  Motoring Taxes</title>

      <description><![CDATA[<p>Barnet Council are proposing to:</p>

<p>1. Increase the cost of resident parking permits from £42 to £100 (1st car) and £75 to £125 (second car).</p>

<p>2. Increase the cost of visitor vouchers from £10 per book to £48 per book (Camden charges £5.60!).</p>

<p>3. Remove the 15 minute minimum stay at pay and display machines (currently £0.35p) and replace it with £1 minimum half hour stay.</p>

<p>4. Remove all free bays within resident’s controlled parking zones in the borough as a blanket policy. Whilst such changes may be required on a case by case basis, this cannot be justified as a sweeping borough wide policy. Many people rely on these bays for visitors and workmen and combined with the above proposals, this will leave the residents out of pocket!</p>

<p>In addition, Barnet now require motorists to pay for Pay & Display by telephone where vending machines are broken. Where have we been notified of this policy!? Not all motorists carry phones and credit cards and this policy penalises us for broken machines!</p>]]></description>
