<p>PREAMBLE:<br />
Sabah Sarawak from facts of history were invaded by Malaya which none of SS people  witness any referendum. Moreover, the present Malaysian Agreement 1963 is proven invalid in respect of Singapore is now not a partner of Msia.</p>

<p>At present, Sabah and Sarawak experiencing silent genocide and demographically genocide which resulting to disappearance of the indigenous.</p>

<p>This Petition was established by Sabah Sarawak people, this petition is an outcry for injustice towards Sabah and Sarawak because, for 54 years, the two States was sidelined compared to Malaya and Federal itself.</p>

<p>18/20 Point Agreement :-</p>

<p>The 20 point agreement / 18 point agreement is between made between TWO countries ( Malaya and Sabah / Malaya and Sarawak). The point was stated in Malaysia Agreement 1963.</p>

<p>Read the original Malaysian Agreement 1963.</p>

<p>Such being the case, no changes can be made on the agreement without the consent of the other. In the case, they seemed to be the effort by the Federal Government to put aside this agreement or even ignore this agreement as it gets their way of integrating Sabah and Sarawak according to West Malaysia UMNO point of views and political agenda.</p>

<p>Sabah and Sarawak must NEVER give up on this agreement as it provides us with more autonomy. The founding fathers have the foresight to see the greed of West Malaysian and sadly for Sabah since UMNO has come in and rule Sabah it has lost most of its autonomy. Sarawak should continue to fight to uphold the 18 points agreement.  Those leaders from Sabah & Sarawak MUST insist that any Government SHALL respect and enforce the 18/20 point agreement when they do come into power.<br />
Monitor and review the implementation of the agreement the government of Sarawak may like to consider setting a monitoring and reviewing committee to consolidate the implementation status and audit the program that has been set to comply with the agreement that will help Sarawak Malaysian to understand how much has been done with respect to the 18 point agreement.</p>

<p>Probably it would be a good initiative to trace this document back in the UK to find more detail on the intent, spirit, process and even minutes of discussion leading to the signing of this agreement.<br />
A memorandum for House of Lords in the UK</p>

<p>Where is the Cobbold commission report now – probably in the UK too? Malaya would never want to show it because the result is 33% want Malaysia, 33% do not want Malaysia and 33% undecided. How they concluded that Sabah and Sarawak should join Malaysia based on the statistics only “Allah” know. The British have some explaining to do to both Sarawak and Sabah. Maybe a memorandum should be sent to the House of Lord to ask for an explanation on the matter. What is the agreement all about?</p>

<p>The 20-point agreement, or the 20-point memorandum, is an agreement made between the state of Sabah (then North Borneo) with what would be the federal government of Malaysia prior to the formation of Malaysia on September 16, 1963. A similar agreement was made between the state of Sarawak and the federal government but with certain differences in their 18-point agreement.</p>

<p>The agreement:</p>

<p>Point 1: Religion</p>

<p>While there was no objection to Islam being the national religion of Malaysia there should be no State religion in Borneo (Sarawak & Sabah), and the provisions relating to Islam in the present Constitution of Malaya should not apply to Borneo.</p>

<p>Point 2: Language</p>

<p>* a. Malay should be the national language of the Federation</p>

<p>* b. English should continue to be used for a period of 10 years after Malaysia Day</p>

<p>* c. English should be an official language of Borneo (Sarawak & Sabah) for all purposes, State or Federal, without limitation of time.</p>

<p>Point 3: Constitution</p>

<p>Whilst accepting that the present Constitution of the Federation of Malaya should form the basis of the Constitution of Malaysia, the Constitution of Malaysia should be a completely new document drafted and agreed in the light of a free association of states and should not be a series of amendments to a Constitution drafted and agreed by different states in totally different circumstances. A new Constitution for Borneo (Sarawak & Sabah) was, of course, essential.</p>

<p>Point 4: Head of Federation</p>

<p>The Head of State in Borneo (Sarawak & Sabah) should not be eligible for election as Head of the Federation.</p>

<p>Point 5: Name of Federation</p>

<p>“Malaysia” but not “Melayu Raya”</p>

<p>Point 6: Immigration</p>

<p>Control over immigration into any part of Malaysia from outside should rest with the Central Government but entry into Borneo (Sarawak & Sabah) should also require the approval of the State Government. The Federal Government should not be able to veto the entry of persons into Borneo (Sarawak & Sabah) for State Government purposes except on strictly security grounds. Borneo (Sarawak & Sabah) should have unfettered control over the movements of persons other than those in Federal Government employ from other parts of Malaysia Borneo (Sarawak & Sabah).</p>

<p>Point 7: Right of Secession</p>

<p>There should be no right to secede from the Federation</p>

<p>Point 8: Borneanisation</p>

<p>Borneanisation of the public service should proceed as quickly as possible.</p>

<p>Point 9: British Officers</p>

<p>Every effort should be made to encourage British Officers to remain in the public service until their places can be taken by suitably qualified people from Borneo (Sarawak & Sabah)</p>

<p>Point 10: Citizenship</p>

<p>The recommendation in paragraph 148(k) of the Report of the Cobbold Commission should govern the citizenship rights in the Federation of Borneo (Sarawak & Sabah) subject to the following amendments:</p>

<p>* a) sub-paragraph (i) should not contain the proviso as to five years residence</p>

<p>* b) in order to tie up with our law, sub-paragraph (ii)(a) should read “7 out of 10 years” instead of “8 out of 10 years”</p>

<p>* c) sub-paragraph (iii) should not contain any restriction tied to the citizenship of parents – a person born in Borneo (Sarawak & Sabah) after Malaysia must be federal citizen.</p>

<p>Point 11: Tariffs and Finance</p>

<p>Borneo (Sarawak & Sabah) should retain control of its own finance, development and tariff, and should have the right to work up its own taxation and to raise loans on its own credit.</p>

<p>Point 12: Special position of indigenous races</p>

<p>In principle, the indigenous races of Borneo (Sarawak & Sabah) should enjoy special rights analogous to those enjoyed by Malays in Malaya, but the present Malays’ formula in this regard is not necessarily applicable in Borneo(Sarawak & Sabah).</p>

<p>Point 13: State Government</p>

<p>* a) the Prime Minister should be elected by unofficial members of Legislative Council</p>

<p>* b) There should be a proper Ministerial system in Borneo (Sarawak & Sabah).</p>

<p>Point 14: Transitional period</p>

<p>This should be seven years and during such period legislative power must be left with the State of Borneo (Sarawak & Sabah) by the Constitution and not be merely delegated to the State Government by the Federal Government.</p>

<p>Point 15: Education</p>

<p>The existing educational system of Borneo (Sarawak & Sabah) should be maintained and for this reason, it should be under state control.</p>

<p>Point 16: Constitutional safeguards</p>

<p>No amendment modification or withdrawal of any special safeguard granted to Borneo (Sarawak & Sabah) should be made by the Central Government without the positive concurrence of the Government of the State of North Borneo</p>

<p>The power of amending the Constitution of the State of Borneo (Sarawak & Sabah) should belong exclusively to the people in the state. (Note: The United Party, The Democratic Party and the Pasok Momogun Party considered that a three-fourth majority would be required in order to effect any amendment to the Federal and State Constitutions whereas the UNKO and USNO considered a two-thirds majority would be sufficient).</p>

<p>Point 17: Representation in Federal Parliament</p>

<p>This should take account not only of the population of Borneo (Sarawak & Sabah) but also of its seize and potentialities and in any case, should not be less than that of Singapore.</p>

<p>Point 18: Name of Head of State</p>

<p>Yang di-Pertua Negara.</p>

<p>Point 19: Name of State</p>

<p>Sarawak or Sabah.</p>

<p>Point 20: Land, Forests, Local Government, etc.</p>

<p>The provisions of the Constitution of the Federation in respect of the powers of the National Land Council should not apply in Borneo (Sarawak & Sabah). Likewise, the National Council for Local Government should not apply in Borneo (Sarawak & Sabah).</p>

<p>*Merger</p>

<p>In 1961, when the Malayan government began discussing a possible merger with neighbouring Singapore, Sabah, Sarawak and Brunei, problems of ethnic power relations arose again. The “Malaysia” proposal sans Sabah and Sarawak went back more than a decade; earlier negotiations had proved fruitless. The Singaporeans themselves were not anxious to be ruled by what they considered a Malay government. By 1961, however, Singapore had grown receptive to the idea of joining Malaysia, largely because of the prevailing idea at the time that industrial Singapore could not survive without access to Malayan markets.</p>

<p>Singapore Chinese population is a threat to Malaya</p>

<p>The Malayan government was not keen on having the Chinese Singaporean population push the Malays into a minority position in the new Malaysia. Many Malays felt that upsetting the Malay-dominated nature of the armed forces and police might place them in a dangerous situation. It was also argued that the inferior economic position of the Malays would be emphasised by the entry of even more rich Chinese, setting the stage for major discontent.</p>

<p>Malaya gets Sabah and Sarawak to form Malaysia to make use of their native population numbers. The Malayans decided to resolve this by merging with Sabah and Sarawak; both British colonies had large native populations whom the government considered “Malay”. Under Article 160 of the Constitution, most of them were not Malay; the natives were mainly animists or Christians instead of Muslims as required. To resolve this issue, the government expanded its informal definition of “Malay” to include these people.</p>

<p>*The natives of Sarawak and Sabah are to be considered ‘Malays’ by the Malayan Union to solve their problems.. the Ibans, the Kenyahs, the Bidayuh, and etc…</p>

      <title>Stop Child Abuse: Increase jail sentence for child beating mother Ira</title>

      <description><![CDATA[<p>Malaysia: A disturbing 4-minute home video (link below) shows Ira beating, kicking, pinching, and throwing objects at the defenseless 8 month old baby.</p>

<p>Another person who is taping the action is heard telling Ira, to stop her cruel actions. Most of those who have watched the video are deeply enraged by both the mother and the video taper – the former for abusing the baby, and the latter for letting it happen without intervening.</p>

<p>The local Malaysian police have taken action against the woman and it is said that the woman was charged and jailed for 18 months in Petaling Jaya last year.</p>

<p>What is "new" is that the video has been released, is going viral, and gives us opportunity to protest against ALL child abuse, regardless of country or culture, and request appropriate sentences against perpetrators.</p>

      <title>Netizens against Evidence (Amendment) (No2) Act 2012</title>

      <description><![CDATA[<p>We, Netizens who value internet freedom, call on the Malaysian Government to withdraw the Evidence (Amendment) (No2) Act 2012.</p>

<p>The amendment which has been passed by both Upper and Lower Houses, has wide-ranging reach and extends to practically everyone who uses any internet platform – from e-mail and social media to blogs and online media. We oppose this amendment for these reasons:</p>

<p>1. It presumes guilt rather than innocence which contradicts the basis of many justice systems. The newly introduced Section 114(A)* goes against the principle of presumption of innocence meant to protect individuals against wrongful conviction and check against abuse of power by the authorities.</p>

<p>2. It makes Internet intermediaries -- parties that provide online community forums, blogging and hosting services -- liable for content that is published through its services. It can result in the removal of comment functions, which has a huge impact on the interactive nature of online media favoured by Malaysians.</p>

<p>3. It threatens freedom of expression online because the assumption of guilt has the chilling effect of promoting fear amongst those who use the Internet as a vibrant, interactive space for democratic deliberations. It also reduces the spaces for posting legitimate comments and opinions.</p>

<p>4. It allows hackers and cyber criminals to be free by making the person whose account/computer is hacked liable for any content/data which might have changed. The more skilled you are at hacking, the more the law protects you by assuming the party being hacked is guilty of the offence.</p>

<p>5. It reduces the opportunity to be anonymous online which is crucial in promoting a free and open Internet. This principle is particularly important to safeguard vulnerable individuals who depend on the anonymous nature of the Internet to protect themselves, eg women in situations of domestic violence who may be at risk if they are identified. Anonymity is also indispensable to protect whistleblowers from persecution by the authorities when they expose abuses of power.</p>

<p>6. The amendment is a bad law passed in haste and does not take into account public interest and participation.</p>

<p>Kami, para pengguna internet yang mendukung kebebasan berinternet ingin menggesa pihak Kerajaan Malaysia untuk menarik semula Akta Keterangan (Pindaan) (No.2) 2012 atas sebab-sebab yang berikut:</p>

<p>1. Akta tersebut bertentangan dengan prinsip asas keadilan yang menyatakan bahawa seseorang tidak bersalah selagi belum dibuktikan kesalahannya. Seksyen 114A yang baru diperkenalkan itu boleh mengakibatkan seseorang disabit secara salah dan menjadi mangsa penyalahgunaan kuasa oleh pihak tertentu.</p>

<p>2. Akta tersebut juga menjadikan pihak yang membekalkan perkhidmatan di internet seperti blog, forum dan pengehosan web bertanggungjawab sepenuhnya atas segala isi kandungan yang tersiar atau tersimpan di dalam perkhidmatan tersebut. Pengenalan akta ini boleh menyebabkan ruangan komen pada blog dan laman web yang mempunyai peranan penting dalam dunia interaktif dibuang.</p>

<p>3. Akta yang diperkenalkan ini mengancam kebebasan berinternet kerana tanggapan atas kesalahan yang belum dibuktikan boleh menakut-nakutkan pengguna-pengguna internet yang memanfaatkan internet sebagai satu medan interaktif untuk perbincangan mengenai demokrasi. Akta ini juga menghindarkan pengguna internet daripada mengutarakan pendapat bernas mereka.</p>

<p>4. Akta yang baru diperkenalkan ini juga membolehkan para penggodam dan penjenayah internet bermaharajalela kerana beban kesalahan kini terletak di bahu pihak yang akaun atau komputernya digodam. Secara tidak langsung, para penggodam dan penjenayah siber akan dilindungi oleh akta ini kerana hanya individu yang menjadi mangsa mereka sahaja yang akan disabit kesalahan.</p>

<p>5. Akta tersebut mengurangkan kebebasan individu untuk mengelakkan identiti mereka diketahui ramai. Kebebasan tersebut penting untuk memastikan internet kekal bebas dan terbuka. Penyembunyian identiti juga penting untuk melindungi individu daripada sesuatu yang boleh membahayakan keselamatan mereka contohnya dalam kes keganasan rumahtangga. Selain itu penyembunyian identiti juga akan memastikan pemberi maklumat tidak akan diapa-apakan oleh pihak berkuasa apabila mereka membongkar kes penyalahgunaan kuasa.</p>

<p>6. Akta ini merupakan akta yang tidak digubal dengan baik kerana penggubalan dibuat secara tergesa-gesa tanpa penglibatan rakyat dan tidak menghiraukan kehendak awam.</p>

<p>Perlu ditekankan bahawa akta ini masih belum digazetkan dan dikuatkuasakan lagi. Oleh sebab itu, akta ini perlu segera ditentang dengan cara menandatangani e-petisyen ini.</p>]]></description>

<p>Over 8,000 tons of shark fins are processed each year. The fins only amount to 4% of a shark's bodyweight. This means that some 200,000 tons of shark are thrown back into the sea and discarded.</p>

<p>11,300 hourly, 100millions Sharks were killed annually. Already 18 species of sharks have been listed as endangered by the International Union for the Conservation of Nature (IUCN).</p>

<p>The Tourism Department in Sabah has done a great job in promoting the State as an International Diving Site. E.g. Sipadan Island, Mabul, Kapalai and Other Marine Park in Kota Kinabalu.</p>

<p>Sharks play a very important role in the ecosystem. If shark finning continues to be a legal in Sabah it will not be very long before the reefs and diving attractions that draw many International travelers to our waters lose their appeal. The standing that Sabah currently enjoys as a destination in tune with the preservation and promotion of a healthy and vibrant marine ecosystem can only go to ensure future growth revenue so long as they are maintained and not depleted of its shark populations.</p>

      <title>Berita Harian, please apologize to Human Milk 4 Human Babies - Malaysia</title>

      <description><![CDATA[<p>We are seeking your support to encourage the Berita Harian newspaper to apologise for the article “Tawar Susu Ibu di Internet” published on 14th October 2011.</p>

<p>This article, written by Nor Affizar Ibrahim and Nor Afzan Mohamad Yusof, has sadly portrayed the ages-old charitable action of milksharing between families in a negative light. In coming to this assumption, the journalists did not utilise research and resources easily at their disposal which would have shown them the value of human milk to babies’ and children’s development, despite who the milk is derived from.</p>

<p>Further research would have also have highlighted the purely charitable gesture of the donors of human milk – who do not request any funds for their gesture – which is what is claimed by this article.</p>

<p>In particular, we feel that this article has hurt the reputation of the Malaysian chapter of Human Milk 4 Human Babies (HM4HB), a non-profit platform on Facebook which provides a commercial-free online space for families seeking expressed breastmilk from families donating expressed breastmilk.</p>

<p>In addition, there are a number of factual errors in the article which need to be addressed, for the sake of professionalism in their journalism.</p>

<p>If the journalists in question had made an effort to truly research the history and process of milk-sharing, had interviewed donors and recipients of donor milk, and had interviewed the administrators of Human Milk 4 Human Babies Malaysia and read the Frequently Asked Questions provided in the HM4HB Malaysia page, the article would have then demonstrated a truly comprehensive coverage of milk-sharing and milk-sharing in accordance with Islamic principles.</p>

<p>We feel that this article has created unnecessary fear of milk-sharing, has grossly misrepresented the aims of the donors and recipients of expressed breastmilk as well as of HM4HB, and may have contributed to unwarranted discord within Malaysian community.</p>

<p>Please sign this petition and share with others in the community to ensure that babies and children in Malaysian will have free and vital access to human milk and to ensure that breastmilk is understood and maintained as the paramount method of nourishing babies and children in our community.</p>]]></description>

<p>While the body needs physical exercise to stay fit, the brain requires mind activities as a form of exercise to continue staying fit. And what better way to stimuli the brain by having it to work and train via chess – the ultimate game for the mind. And there is no better way to start having the mind to exercise than at a very young age in order to explore its full potential to develop and grow.</p>

<p>With those points in mind, it came as a huge surprise by many when Majlis Sukan Sekolah-Sekolah Malaysia (MSSM) had recently discussed and almost concluded that Chess will be out from its calendar by 2020. Without any rhymes nor reasons, chess faces a near extinction as a sport for young kids in school.</p>

<p>Chess has many followings around the world with 194 countries affiliated to the World Chess Body (FIDE). In Malaysia alone, there are almost 11,000 chess players registered with the world body, a growth of almost 10% in just 8 months. With the game being contested at the schools and university levels, and at government and private sectors sports meet, chess is a popular sport that is cheap to maintain, good to learn and easy to set up. And beyond all that, chess continue to maintain its competitive value, as a knowledge enrichment tool and promotes interactive communication between players.</p>

<p>Chess made its grand appearance in Olympics as an exhibition sport at the 2000 Summer  Olympics in Australia, a year after gaining recognition from the International Olympic Committee to include chess as a sport. In ASEAN, chess was contested in Indonesia in 2011 and Myanmar in 2013 and will again make its appearance at the 2019 SEA Games in the Philippines.</p>

<p>It is almost unthinkable that chess is on the verge of being erased as a sport in our educational system, and those that are making these decisions should review chess beyond its value as a “just a sport”. Because chess is more than just a game on a board – chess is an activity that can help to teach and educate young children the value of patience and discipline, the importance of planning and reasoning, a valuable tool to hone their analytical skills and strategic thinking, and when times get tough, it teaches humility on how to lose gracefully, to learn how to evaluate your mistakes, restart your game and maintain your focus to continuously move forward for a better ending.</p>
