      <title>Imminent Humanitarian Crisis in Kobani-Syria</title>

      <description><![CDATA[<p>Since 1950s consecutive governments in Syria including the current regime have been systematically violating human rights and committing ethnic cleansing, humiliating and discriminatory measures against Kurds. Under the Ba’ath’s rule, Syrian authorities continued to repress Kurdish political and cultural rights, including arbitrarily revoking thousands of citizenship, restricting the use of the Kurdish language, banning Kurdish-language publications, arbitrarily arresting activists, issuing travel bans, abusing detainees, holding unfair trials, restricting property ownership and banning demonstrations for Kurdish rights, cultural celebrations, and commemorative events.</p>

<p>Following the uprising in Syria and the vicious civil war, which steeped the entire country into bloodshed, Kurds have established their own political entity in the north and northeastern parts of the country to protect people and civilian lives amid imbroglio and the insecure condition of the region. Although spared much of the fighting in other parts of Syria, civilians in the three predominantly Kurdish areas have been victims of ongoing human rights and humanitarian law violations. The Kurdish autonomous region of three cantons, including Afrin, Ain al-Arab (Kobani) and Jazira, was brutally targeted and attacked from the onset by fanatic Islamist armed groups in the area. The constant attacks led tens of thousands of Kurdish families to flee their home and seek refuge in Turkey and the Kurdish region in Iraq.</p>

<p>دوابەدوای دەستپێکی شۆرش لە سوریە و سەرهەڵدانی شەڕی ناخۆیی کە سەرتاسەر وڵاتی وێران و لە خوێن گەوزاندوە، کوردانی رۆژائاوا  بۆ پاراستنی ژیان و ماڵی هاوڵاتیان سیستەمی سیاسی خۆیان لە ناوچە کوردنشینەکان دامەزراند کە تا رادەیەکی بەرچاو توانیان گیان و ماڵی هاوڵاتیان لە شەڕ و وێرانیانە بپارێزن  کە لە سوریا دا لە ئارادایە. سەرەڕای ئەم هەوڵانە، کوردانی رۆژئاوا زیاتر لە هەمووان بونەتە قوربانی دەستی ئەو پێشێلکاریە بەربڵاوانەی مافی مرۆڤ کە لە سوریایدا لە ئارادان. خەڵکی رۆژئاوا زیاتر بونەتە قوربانی دەستی هێزە چەکدارە سەلەفی و ئیسلامیەکانی وەک دەوڵەتی ئیسلامی شام و عێراق (داعش) وبەرەی نوسرە. هەر لە سەرەتای دامەزراندنی سێ کانتونی عەفرین، جەزیرە و کوبانی ئەم ناوچانە کەوتنە بەر هێرشی دڕندانەی چەکدارانی داعش کە لە ئەنجامدا هەزاران بنەماڵ کورد ئاوارەی وڵاتانی دەوروبەر و  تورکیا و عێراق و هەرێمی کوردستان بوون.</p>

<p>مقدمە: از تاسیس دولت سوریە تاکنون دول مرکزی این کشور بەصورت سیستماتیک حقوق بنیادین و اساسی کوردهای ساکن این کشور را نقض کردە ودر سیاستهایشان متوسل بە هرگونە اقدام ضد بشری و نژادپرستانە و تبعیض آمیزی علیە کوردها شدەاند. در طول دوران حکمرانی حکومت بعث مقامات این کشور بە سیاستهای ضد انسانی و سرکوب سازمان یافتە علیە کوردها ادامە دادە و آنها را از هرگونە حقوق سیاسی و فرهنگی محروم کردند.  لغو حق شهروندی و تابعیت سیاسی، ممنوعیت حق استفادە از زبان کوردی وهرگونە نشر و چاپی بە این زبان، بازداشت غیر قانونی وخودسرانە فعالین اجتماعی و سیاسی، آزار و آذیت و بد رفتاری با زندانیان، برپایی دادگاهای فرمایشی و نا عادلانە، لغو و محدود کردن حق مالکیت، عدم اجازە خروج از کشور،  ممنوعیت برپایی هرگونە تجمع و جشن و مراسمات فرهنگی و ملی از جملەی سیاستهای اصلی اعمال شدە دولت سوریە علیە کوردهای آن کشور بودە است.<br />
بە دنبال انقلاب سوریە و آغاز جنگ داخلی کە تابحال منجر بە کشتە شدن صدها هزار نفر شدە، کوردها توانستند مناطق کوردنشین را تحت کنترل خود در آوردند و جهت حفاظت از جان و مال شهروندان سیستم سیاسی مستقل خود را در این مناطق مستقر کردند. با اینکە استقرار این سیستم سیاسی در منا‌طق شمال و شمال شرق سوریە بە صورت قابل ملاحظەای مردم کورد و دیگر ساکنان این مناطق را از آتش جنگ ویرانگر دیگر مناطق سوریە دور نگەداشت ولی ساکنان این مناطق قربانیان اصلی نقض حقوق بشر و آماج اصلی حملات غیر انسانی گروهای تندرو اسلامی منطقە شدند. ازهمان آغاز تاسیس سە کانتون جزیرە، عفرین و کوبانی مورد حملەی وحشیانەی‌ نیروهای دولت اسلامی شام و عراق (داعش) و جبهە النصرە قرار گرفت. بە دلیل حملات پی در پی داعش بە شهر و روستاهای کوردنشین و نا امنی منط‌قە تا بەحال هزاران خانوادە کورد مجبور بە ترک محل زندگی خود و فرار بە ترکیە و اقلیم کردستان عراق شدەاند.</p>]]></description>

<p>After more than five decades of tyranny, repression, and corruption, the Assad regime has fallen. It left behind a heavy legacy of physical and moral destruction, extreme poverty and marginalization of large segments of the Syrian people, an alarming decline in public services, the exacerbation of ethnic and sectarian tensions that the former regime fostered, and a political vacuum after generations were denied the right to freely engage in public affairs. All of this confronts our country in its new epoch with major challenges—to rebuild politically, economically, socially, culturally, and psychologically, and to safeguard its future from tyranny and any tendency by any party to monopolize power at its own whim.</p>]]></description>

      <title>To Syrian authorities: Stop a Potential Crime</title>

      <description><![CDATA[<p>(R. M) Qab, 19, is too close to being killed by her brother, as he has publicly pledged to do in the name of “honor.” (R. M) is one of the two women whose stories we ran previously.</p>

<p>There’s been some developments in these cases over the past week. One of the young women finally married the man she loved and wanted to be with, and she was released from custody to go with him to an undisclosed location.</p>

<p>But the second woman is still detained, and now that her family has dropped the (fraudulent) theft charges they had brought against her, she is due to be released by law.</p>

<p>The problem is that even though her brother has publicly announced he will kill her to “reclaim the family’s honor,” the court plans to release her directly to her family. In other words, release her directly to the slaughter!</p>

<p>The acting judge, is in a difficult dilemma. On the one hand there’s the family with all its laden traditions alongside people in the local community pressuring him to release (R. M) to the family for them to carry out the slaughter that the brother is promising (the father does not condone it.) And on the other hand his own morality and sense of ethics as a judge disallow him to put in danger the life of a citizen. He knows very well that any guarantees her family give for her safety will be nothing beyond ink on paper. He knows well that she will be slaughtered. He has been indecisive on the matter.</p>]]></description>

      <title>Free Syrian Blogger Tariq Biassi</title>

      <description><![CDATA[<p>His name is Tariq Biassi and he's 23 years old. He lives in Banyas with his mother and two sisters. His father was was a previous political prisoner.</p>

<p>Tarek sells and maintains PCs. He is described by his friends as shy and quiet, spending his time surfing the web and blogging.</p>

<p>On 7-7-2007, Tarek was asked by the security branch in Banyas to answer a few questions concerning a comment he left on one of the "sensitive" websites. That was the last his family heard from him.</p>

<p>Up to this moment, two Syrian human rights agencies did report on Tariq's detention.</p>

<p>HRW mentioned his name in its report on Syrian officials' continuous arrests of people over online comments:</p>

<p>"On June 30, 2007, Military Intelligence in the coastal city of Tartous arrested Tarek Biasi, 22, because he “went online and insulted security services,” according to a person familiar with the case. Biasi remains in incommunicado detention, his whereabouts unknown."</p>

<p>The HRW report says Tarek was detained on June 30, but the Syrian human rights agency and his family and friends confirmed that Tarek was detained on the 7th. of July and not on June 30th. I am noting this issue for documentation purposes.</p>

<p>Tariq does not stand alone in these arrests policy over online comments, the HRW report lists seven names among those who've been detained for expressing their views online. This policy started in 2002 but it has been increasing recently and especially after the “Ministry of Telecommunications and Technology” circular; Sami Ben Gharbia; GVA author, wrote about the repression of internet in Syria and here he uncovers the circular's instructions:</p>

<p>"Recently, the new-formed “Ministry of Telecommunications and Technology” issued a new circular asking the owners of the Syrian websites “to exercise accuracy and objectivity (…) and to post the name of the writer of an article and the one who comments on it in a clear and detailed manner.” The Ministry added that “the failure to do so would result in warning the website owner and rendering his website temporarily inaccessible. In case the violation is repeated, the website will become permanently inaccessible."</p>]]></description>

<p>Reporters Without Borders FRIDAY 18 MAY 2012.</p>

<p>Reporters Without Borders is shocked to learn of the death sentence passed today on the citizen journalist Mohammed Abdelmawla al-Hariri for “high treason and contacts with foreign parties”. He was arrested on 16 April just after giving an interview to the television station Al-Jazeera about the situation in his hometown of Deraa.</p>

<p>“Such a verdict is unacceptable and out of all proportion to Mohamed al-Hariri’s so-called crime of giving an interview to Al-Jazeera,” the press freedom organization said.</p>

<p>“The government of Bashar al-Assad has thus shown the extent of its brutality and cruelty. Reporters Without Borders calls for this contemptible verdict to be overturned and for this citizen journalist to be released immediately.”</p>

<p>According to the SKeyes Center for Media and Cultural Freedom, Hariri was subjected to horrific torture after his arrest, to the point of being partially paralysed. After the verdict was pronounced, he was transferred to Saidnaya military prison north of Damascus.</p>

<p>Hariri gave regular interviews to Al-Jazeera about the situation on the ground in Deraa in southern Syria, such as this one on 15 April. The Syrian government has accused the Qatari-based station and other foreign media outlets of being part of a global plot to cause chaos in Syria.</p>

<p>Reporters Without Borders lists Assad among 41 predators of freedom of information. Several media workers, citizen journalists and cyber-activists have been killed by the government since the start of the year and dozens more are currently languishing in Syria’s prisons.</p>]]></description>

      <title>Release Detained Syrian Women on Hunger Strike</title>

      <description><![CDATA[<p>Mothers, sisters, wives and daughters of Syria are prisoners of conscience, More than 10 women detainees held in ‘Adra Central Prison in Damascus have been staging a hunger strike since 30 June 2013. They are protesting their continued detention for more than six months, which violates Syrian laws that limit the period of detention without judicial review to 60 days.</p>

<p>We are concerned about the welfare and safety of these women, particularly after learning that the prison administrators are trying to force them to end their hunger strike. Since the authorities usually disregard international human rights law when dealing with detainees, the women’s families are anxious about their situation and the possible mistreatment they may receive from the authorities. In addition, the families are unable to visit the detainees because of the worsening security situation on the road to ‘Adra prison.</p>

<p>We, Syrian citizens from across the social and political spectrum, hold the Syrian authorities responsible for the lives and welfare of detainees in Adra prison as well as in all detention facilities run by the various security branches in Syria.</p>

<p>We call on you to put pressure on the Syrian authorities to immediately release these women detainees, some of whom require urgent medical attention.</p>]]></description>
