1) The PV purchaser can do all the right things, the retailer can do all the right things and because ACTEWAGL doesn't have enough staff or whatever the purchaser misses out on the higher tariff.

2) This was NOT publicised widely and therefore large numbers of potential PV purchasers were unaware of the requirement.

These deadlines have caused much stress and angst that could be foreseen and avoided.
