She takes in Millions of Federal Dollars to rebuild Housing Developments, agreeing to enforce the Thompson Decree which Feds say to accept this money, they must create "Mixed-Use" communities. The city doesn't do this. A good example is the O'Donnell Housing Development in 21224 zone of Baltimore City. What the mayor did was set up FAKE business called "The Michael's Organization, headed by Andrew Vincent, who funnels the money back to the city. Brozutto Bldrs. which is owned by, you guessed it Brozutto Bldrs. who claim it took $218,000 to build each unit in the 250 units of O'Donnell Heights. Not true according to Baltimore City Stossar Finance Director which shows these units cost less than 100,000 each to build. Where did the difference in money go? Slush fund for Baltimore City who is running in the red. Now, to ensure that all housing recipients go through the Mayor's programs to fill these units, she tells all city agencies that support Public Housing to engage in attack on independent landlords. How do I know this? Let's look at City agencies practices: Housing Authority forces landlords to pay inspection fees by unit at $75, property taxes on rental houses doubles to $4,000 to $8,000 a year, Insurance policies doubled on rental properties, Housing now comes around all Baltimore City neighborhoods and "specifically" targets rental properties for example missing trash can lids (fined of $50 & doubles each day you don't pay the fine), to providing free legal services and supports to tenants to go after landlords, where landlords get no free services. The third floor of District Court is dedicated to supporting tenants but you can't use those services if you are going after Baltimore City Housing Developments as they will tell you, Baltimore City reserves the right to these services as well and they override any tenant who is making a case against Baltimore City Housing. Judges are bias in rental courtroom against landlords, always decreasing awards in back rents, etc. unlawfully and evictions by Sheriff's Dept. are always 3-4 weeks in delays. Sometimes for the dumbest reasons. So, all services operated by Baltimore City agencies are told to take arms against the little landlord. Meanwhile, Mayor is making money on Federal Grants that she does not enforce all the rulings of the Federal grants in accepting those grants. Thompson Decree says, cities who accept Fed money must create a Housing Development complete with improved school bldgs., daycare, public transportation venues, healthcare clinics, shopping center. Further, this funding is also to support the surrounding plighted neighborhoods of these public housing developments and encourage homeowners upgrades in physical presence of the community. This never happens. Half of these homes are suppose to be for sale homes to create the "mixed" environment. Never happens. There are over 15 brand new Housing Developments in Baltimore City whose homes are now valued higher than the plighted communities that they set right in the middle- Baltimore City accepted Federal Dollars and is literally stealing the money from the Feds, coming down on little landlords like the mafia and continue to ignore the Thompson Decree which is Federal Law-The city gets rich off the poor and control of the little landlord.

Yet, in Baltimore City "ALL" landlords are treated in court like slumlords. When evictions occur, tenants receive FREE legal support from Balto. City agencies while Landlords must pay for everything. Usually ending in defeat in the courtroom and taking massive losses. Tenants use every despicable means to harass and attack their landlords and liberal judges always side w/tenants by reducing collections, extend stays or as I have happen to me, a judge who said, "I hate to put a person out" when the tenant owed me over $5,000 in back rents, damages and court costs not even counting loss wages, parking fees of downtown Balto. every time you must show for court. Further, when the sheriff dept. comes to finally evict after months of court battles, once again, tenants always win as Sheriff will not evict on a drizzle rain day, make you wait for eviction sometimes up to 14 days. Then, landlord is "responsible" to put the loser tenant's belongings into storage and pay for that too. I am currently selling my 2 properties because of the lack of judicial fairness in Baltimore City landlord/renter cases. Further noted, I believe this accounts for the many boarded up homes in Balto. City-landlords would rather take a loss then rent to people who have no regard for property or law and judges and lawyers who always side with tenants. Few lawyers are willing to take on cases for LANDLORDS. I also believe this is how Balto. City Housing controls renting in their own favor. Balto. City profits in FEDERAL dollars used to build more Public Housing developments. By taking away rights/laws protecting landlords & forcing fees, taxes on landlords in Baltimore City secures Baltimore City Housing gets renters. Balto. City Housing NEVER pays fees, taxes, etc. When Housing goes to court-judges always side with Housing-Funny how that happens. This lack of protection for landlords is also evident in increases of property taxes which double for rental properties, registration fees, inspection fees, insurance premiums, etc. of property costs paid to Balto. City. It's Balto. City's way of making money off property owners who rent. Balto. City is the worst place to be a landlord--I tell everyone who is thinking of renting property in Balto. City-DON'T DO IT-It's like the dark abyss that you can't climb out-It's NOT a business to get into in Balto. City

My homes are mortgaged and I count on the timely rent to pay my bills. I can't afford not to collect rent so screen my tenants to decrease that probability. When tenants don't pay, I rely on speedy access to rent court to enforce my rights. Evictions currently take longer than 2 months and the proposed changes drag this out and increase costs to the property owners. Longer, costlier evictions will require landlords to tighten screening standards and raise rents to offset higher costs. Those with poor credit or past evictions won’t get a second chance. All renters will pay more to cover the added expense caused by the small minority of tenants who will abuse the process for a few more weeks of “free rent”. I don't qualify as a "large" landlord yet, but honestly five units isn’t really that many. I’d like to rehab vacant houses into affordable rentals, but the added hassle of being a "large" landlord scares me. I recently pulled out of the DC rental market because of the impossible regulatory environment there. I love Baltimore and would rather invest my money where I live. Please, help me to make this city a better place.
