A vindictive parent with partial custody can initiate an investigation by CPS, wrongfully accusing the other parent of abuse/neglect, to assume full custody, unjustly. The accused is then added to this list, ruining their names, in addition to already suffering the loss of their children, based solely upon lies. This outcome is merely orchestrated by the views of an under-qualified (IMO) investigator, predisposed with bias to the filer of complaint (this vindictive parent with great persuasive/acting skills), while based upon the unrealistic perception of this case-worker's evaluation of the child's environmental conditions. Further, these allegations are filed through Civil Court vs Criminal Court (but why?), yet it is to my understanding that the verdict of these children being removed from the home is pretrial, & mandated by the Protective Agency... NOT by a certified judge of its distinguished court system. Authority of this Central Registry is in order of revision. Likewise, so are investigation methods for abused/neglected minors & the many unheard cases.

Representatives of CPS lie, twist, manipulate, frighten, confuse, threaten, intimidate, etc. From my experience, and knowledge of others experiences with this department, I believe the entire system needs to be reviewed & corrected, especially the Central Registry. It holds the same stigma as the Sexual Offender list but without the benefit of having a jury/judge hear and consider the evidence. Individuals are found "GUILTY" by personnel that have no legal, criminal or even psychological background. ONE social worker should not be allowed to submit a report representative of his/her personal IMPRESSIONS, which are subjective and subject to that persons biases, mood, efforts to look like a superstar, consideration of creating job security...they need cases or continued "investigation" of current cases, without the workload wouldn't these "individuals" have some worry they may be out of a job? There is entirely too little oversight, and "Allegations/Charges" need to be handled with a much broader stroke. Like any possible "criminal/legal" issue the "Accused" has a right to Due Process and a Judge/Jury should determine the penalty.

There have been too many families torn apart by the system. Also, there should be accountability on those workers that overstep their authority. They expect the parents to abide by certain guidelines to be cleared of any charges or accusations, so should the workers. The laws are set up to fail on the parent's rights and they end up marked forever by having them on a central registry. People change so why have them on this database that will always keep them in bondage of their past mistakes? Money has always been the culprit that motivates this monster of a system. May God bring to light and bring justice to all those who have been involved at creating broken homes all in the name of "saving a child"!

My mother who was a Protective Services worker for Muskegon and Ottowa counties..filed an abandonment complaint with her agency to "Scare" me into become more stable, faster...they took her and I fouhgt for her for over a year, when she was finally returned to me. The funny thing is my mother did not file this complaint because she wanted my child...she placed her own granddaughter in foster care...and now I am assisting my daughter with fighting for her children and they are refusing to suppoort my effrots to take in my grandchildren because I am on this registry.

Therefore it should be determined in criminal court by educated legal professionals. The accused should be afforded a jury of their peers, not a group of civil servants with AAS or BA degrees in social service.
The current list is antiquated and unconstitutional. Changing this registry is paramount to changing the thoroughly corrupt DHS and Family Court system.

We want to see the following happen:
1. A Judges order and signature on the affidavits which would place a person on this registry.

2. CPS no longer in control of this Registry, hire people in the Courts Clerk office to maintain it.

3. Administrative Law Judge have the final say in expunging of any record brought in court for expungment.

4. Only people who have been found guilty of the crime of Child Abuse shall be put on this registry.

5. Child Abuse/Neglect is a crime and should be tried in Criminal Courts not Family Courts.

6. Families must be found guilty with "beyond a reasonable doubt" in Criminal Court not a "preponderance of evidence" in family court.

7. Purge all records of people listed that have not been found guilty in Criminal Court by clear and convincing evidence.

8. Also, should eliminate the CPS and FCS, due to they are useless! They violated even more of the parent's relationship to the child! NO GOOD!
