      <description><![CDATA[Mr. David Varty, Vancouver, BC, Canada<p>Double walled pipelines cost only 10% more.  They allow easier monitoring of leaks.  There is less corrosion of the interior pipe.  The outer pipe corrodes less because it is closer to ambient temperature.  The chance of both pipes developing a leak at the same place at the same time is remote.  There is far less risk of a leak getting into the environment.  There is some greater complexity with a double walled pipeline.</p>]]></description>
