In addition to the tree and wall height issues, the storm drainage opening to the highway was rerouted so that the opening now faces my property directly (vs away from it in its original positioning). This creates even more traffic noise than before.

At a minimum isn't there a flap of some sort that can be placed over the opening on the highway side to block noise but still allow water to pass through?
