I think there needs to be some steps put in place to increase security such as:

All adults picking children up must wear badges with their names on it and their relation to the child

They should provide the school with an up to date picture the first time they come to verify themselves and to prevent others from pretending to be them

They should have a piece of documentation with their name on it as proof the first time they come

Schools should ring a childs main parent if they are unsure whenever to allow an adult to take a child just to be safe.

Staff should ask a child if they know this person if the adult hasn't come to pick up the child before.
