you need to focus more on stricter schooling behavior. bring back the cane. bring back teacher authority.
school students these days walk all over teachers, i believe that if we can controll our schools that the streets will be less violent. R.I.P to the man who got king hit by some idiot!

Better options:
More visible, event-style policing. Police on every corner, not unlike a major festival or sporting event (Kings Cross attracts similar numbers of people every weekend compared to any other major event).

Feasible transport options. 24 hours trains and buses, and taxi strategies (more taxis in the area and greater penalties for refusal to take fare) to ensure people are able to leave the area when they so choose. This is a major cause of tension on the streets.
