Many of which can afford the 'luxury' of putting their heating on whenever they feel the need.

However, when disabled for whatever reason, it becomes more difficult to keep mobile and active. People in receipt of DLA, middle or high rate should be given fuel allowance to help. It was said that DLA covers such costs but with present day cost of living, there is nothing left for this essential need.

Disabled people suffer more than normal from the cold and heating bills can be astronomical in the Winter as heating has to be left on to keep them warm. The lack of movement with a disability means you feel the cold more than anything, so it's necessary to keep the heating on at home more than normal.
It's a disgrace that the cold weather payment is not given to people under 60 who have disabilities. Elderly people are not alone in suffering from low temperatures!
