Adopt Comprehensive Animal Welfare Regulations for Tollington and Other Pet Markets

This petition is the result of dedicated work by the IB PYP 5 learners of Crescent Model Higher Secondary School Boys Campus, Lahore, Pakistan. During a visit to the Tollington Market, the students were deeply disappointed by the poor conditions in which animals are kept. This inspired them to act, aligning their efforts with the United Nations Sustainable Development Goals (SDGs) 13, 14, and 15, which focus on climate action, life below water, and life on land, respectively.
The learners observed overcrowded cages, lack of fresh water, insufficient veterinary care, and unsanitary conditions, which pose risks not only to animals but also to public health. This petition is part of their ongoing campaign to raise awareness and advocate for the humane treatment of animals in pet markets across Pakistan.
We, the undersigned, call on the Ministry of Climate Change and relevant authorities in Pakistan to adopt and enforce the following regulations to protect animals in Tollington Market and other pet markets nationwide:
1. Adequate Cage Sizes: Ensure cages provide enough space for animals to stand, turn, and rest naturally. Minimum cage sizes:
o Small animals (e.g., birds, rabbits): 2x2x2 feet
o Medium animals (e.g., cats, small dogs): 4x4x4 feet
o Large animals (e.g., large dogs): 6x6x6 feet
2. Temperature and Environmental Control: Maintain environments at 22°C to 30°C with proper ventilation, heating, and cooling systems tailored to species needs.
3. Access to Fresh Water and Food: Ensure animals have 24/7 access to clean water and species-appropriate diets. Mammals must be fed at least twice daily.
4. Mandatory Health Check-ups: Conduct monthly veterinary check-ups, and visibly display health certificates for all animals to ensure transparency.
5. Prevention of Overcrowding and Neglect:
o Limit one animal per cage, unless species require companionship.
o No more than five small animals per cage depending on cage size.
o Injured or sick animals must receive immediate care.
Penalties for Violations:
• Fines ranging from Rs. 10,000 to Rs. 25,000, depending on the severity of the violation.
• Revocation of licenses for traders after three violations.
• Permanent closure of facilities for repeated offenses.
We also urge the government to:
• Launch nationwide programs for neutering and spaying to address overpopulation and improve animal health.
• Conduct regular inspections of pet markets to ensure compliance.
• Mandate awareness campaigns in markets, including educational posters on responsible care and penalties for cruelty.
