Senate Bill 969 would require pet groomers in to be licensed and regulated by The Veterinary Medical Board by taking an exam and paying application and examination fees, Initial License Fees, Renewal Fees, Reinstatement Fees, Delinquency Fees, Duplicate License Fees, and application Fees for School Approval as specified in 4923 (a) of the bill. All money collected will be deposited in a seperate account in the Veterinary Medical Board Contingent Fund as specified in 4923 (d).
The bill will not help groomers, pet owners or our furry friends. Licensing groomers is not the answer to poor-quality grooming services. State bureaucracy will not improve pet safety or grooming quality, but it will result in less competition, less choice for consumers, and higher prices. Higher prices will arise from the reduced competition and the need for practitioners to offset the cost of compliance with unnecessary regulations. When there is less competition, there is less pressure on practitioners to offer the best prices and service quality. Current statistics show that pets in need of medical attention because of an injury suffered at the groomer is "one fraction of one percent."
Higher prices would mean more pet owners would groom their own pets or groom them less frequently. This would lead to more pain for the pets because owners aren't as well trained as groomers. In addition, Groomers will be required to have insurance mandated by the board, no longer be allowed to use cage driers which for some pets is much more comfortable than the high velocity drier, be required to keep extensive records on each dog for up to two years, even regulate lighting requirements, and all grooming schools will have to be approved by the Veterinary Medical Board. This is simply about money not about the welfare of your pet.
Our State Legislators need to focus their attention on our budget, crime, the failing programs already in place and businesses leaving California due to unnecessary legislation and stay out of the Pet Grooming Business.
We, the undersigned, call on the California State Legislature to vote no on more regulations on California Businesses during a period of economics crisis.
This bill would cost business owners fee's that are not necessary, require more government agencies to oversee regulations, and would not improve the quality of care given by Pet Groomers.
