Before 1981 there were no honorary appointments to the Order of Canada, however the constitution was reviewed and amendments were applied. As currently honorary appointments to the Order of Canada are awarded.
In 1970 the constitution was reviewed, the advisory council considered amending the constitution of the Order of Canada, to allow the appointment of individuals posthumously "in exceptional cases". However the cabinet never did rule, instead the cabinet requested the matter be referred to the working group of Honours, where the request quickly lost momentum and was dropped.
We, the undersigned, ask you Mrs. Nycole Turmel as official leader of the opposition, to ask the Prime Minister of Canada Mr. Stephen Harper, to ask the advisory council and the Queens Privy Council for Canada on behalf of parliament and all Canadians.
To amend the constitution of the Order of Canada, so that it may allow the appointment of individuals posthumously "in exceptional cases".
