Every year charities and NGOs raise billions of dollars for various projects. However, on average majority of the money is spent in administrative costs, which means that the bulk of the money does not reach the poor and deprived segment of society.
In order to improve the impact of the amount raised, governments around the world should make it compulsory for everyone over the age of 16 who is healthy to spend 2 hours a week in compulsory community/voluntary work. This could be simple tasks as driver, house-keeping for old-age homes or mentally challenged people living in care homes, answering phone and other admin tasks. Routine basic tasks that do not need any specialized training should be done by the general adult population, so the administrative costs of the charitable organizations can be reduced and cost savings can directly benefit the segment of society the money was raised for.

In addition, volunteering will teach a valuable lesson to the general public about caring for less-privileged members of society. Interacting with those who are challenged, makes us all humble as well as encourages us to reduce wastage and check our impact on the environment. Giving 2 hours per week means taking our 2 hours out of some of the non-productive activities that we waste our time on such as social media and watching entertainment on TV, PC or smartphones. After all 2 hours of 168 hours per week is circa 1% of our time and we all can spare that in physical charity.
