Yarra City Council has prepared Amendment C104 to the Yarra Planning Scheme, to rezone the three hectare Channel 9 Site, at 22 Bendigo Street, Richmond from Industrial 1 Zone to Mixed Use Zone, and change the main planning document and apply a Development Plan Overlay (DPO) to the site.
What's being proposed by Viva Lend Lease?
The redevelopment proposes up to 550 dwellings in buildings up to eight storeys high with some community meeting space. It is important that you take this opportunity to have your say because once the Development Plan Overlay is approved, any permit applications will not be advertised and community members cannot object or appeal to VCAT.

We the undersigned, wish to express our concerns, and hereby make the following submission to Yarra City Council, with the Amendment C104 and revised Development Plan Overlay (DPO) to the Channel 9 site at 22 Bendigo Street, Richmond, and the proposed 550 new dwellings, in buildings up to 8 Storeys high. In particular, the following key areas of concern:
1. Built form - the proposed maximum overall building height of the development, (RL 39.06) is excessive and exceeds design principle height levels up to 5 storeys maximum.
2. Inadequate setbacks, bulk and form.
3. Density of development.
4. Inadequate on-site parking spaces. [Provide all visitor parking on-site & retain existing street parking for existing residences].
5. Traffic congestion, site access and impact on residents.
6. Retention of existing trees on the site perimeter.
7. Inadequate infrastructure and community amenities given the change in population.
8. Loss of Amenity. The scale of this development impacts on local residential dwellings through loss of privacy.
9. Erosion of Neighbourhood Character. The intrusion of high density development in this area will impact upon the neighbouring community, in an existing low rise residential precinct.
10. The Development Plan Overlay (DPO) should not apply to part of Khartoum Street, only land owned by Vivas Lend Lease.
