Improve Windsor Hills-View Park Community

Dear Supervisor Ridley-Thomas,

We, the residents and business owners of Windsor Hills-View Park, wish to share our collective concerns regarding the vacant property known as the "old car wash" on Slauson Ave. near Heatherdale. This property is only identified by several APN numbers (5009-009-053 and 5009-003-022) and is currently in the hands of a new owner, identified as Justin Jho.

After the property was sold to Mr. Jho, the community was hopeful that it would finally be redeveloped to continue the upward trend of new development and redevelopment of key properties in the Windsor Hills-View Park neighborhoods.

Unfortunately, no modifications have been made to the property; it has remained dormant and fallen into a state of severe neglect littered by graffiti, trash and overgrown (living and dead) vegetation. The property is now to the point that it's blighted condition is affecting neighboring properties - a true source of nuisance as defined in the Los Angeles County Code of Ordinances, Title 1 Chapter 1.23. Many, if not all members of our community, wish for this visual nuisance to be addressed.

We respectfully request that your office initiate regular monitoring of identified problem properties, require better response times and/or penalties for non-action by property owners (including such actions as the County cleaning up the property and charging the property owner for the expense), and to begin work updating the County Codes related to the commercial corridors and businesses in our area to better address problem properties and protect nearby homeowners.

Please help us to help our community and continue the growth and improvement of the standard of living that we have been so grateful to see in our community! Please help us to encourage this new owner to raise this property to the standard of our surrounding homes!
