It is my understanding individuals with intellectual disabilities are only able to receive financial aid if they are enrolled in a comprehensive transition and postsecondary (CTP) program.

In Kentucky, there are only three schools which have this program: Bluegrass Community and Technical College in Lexington, KY, Spalding University in Louisville, KY, and Murray State University in Murray, Kentucky. In other states, there are limited numbers of CTP programs.

There are some states that do not have CTP programs such as Texas. I acquired this information from the Federal Student Aid, Office of the Department of Education website at https://studentaid.ed.gov/sa/eligibility/intellectual-disabilities#ctp-programs.

I ask for your support in proposing a change in the ability for individuals with intellectual disabilities to acquire financial aid for degrees, diplomas, and certificates at all colleges so I can present to our state legislators to enforce a change and increase the number of CTP programs in our colleges throughout the United States.

We should not limit individuals based on disability status but give them the opportunity based on their abilities as other students.

Some of these individuals may have the ability to enrich their technical skills and obtain a certificate in a particular field which can lead them to employment.

Employers are looking for individuals with postsecondary education and taught skills.

All individuals should have the right to further their education and climb the social ladder.
