We urge the EDB to consider the following when reviewing NETs' Special Allowance (SA):
1. When the SA was introduced in 2005, it was meant to cover living costs - primarily rent. Over the last 3 years there has been no increase in the allowance although rents have increased markedly. Moreover, based on the Government’s own figures, the allowance that NETs receive is now 21% less than the average rental price.
2. The 2005 mechanism, that was adopted by LEGCO, which is used for calculating adjustments to the SA includes consideration of current economic factors. Over the last 3 years, current economic factors have been such that civil servants have been allowed the maximum possible increase. The NET scheme SA should be adjusted similarly.
3. It is well known that Hong Kong is one of the most expensive cities to live and work in. Therefore, it is important that the SA is adjusted in line with current rents. Doing so will maintain the presence of qualified, experienced, ex-pat teachers contributing to Hong Kong’s education system.
We, the undersigned, call on the EDB to ensure that the Special Allowance rate received by Native English Teachers (NETs) employed under the Native English Teacher (NET) Scheme remains fair, competitive and reflects current rental prices in Hong Kong in accordance with the mechanism established by LEGCO in 2005.
