Keep Dolphin Tanks out of Armenia!

Dear President Sargsyan,
Հարգելի Պարոն Նախագահ,

We appeal to the government of Armenia to immediately close down operations of the dolphinarium in Yerevan. This renewed petition is dedicated to the memory of Dibar Tcholakian, a Yerevan resident whose recent passing has reignited a campaign that was close to his heart--that of saving dolphins from a cruel life in captivity in Yerevan’s dolphinarium.

Մենք կոչ ենք անում Հայաստանի կառավարությանը` անմիջապես դադարեցնել Երեւանում գործող դելֆինարիայի աշխատանքները: Վերստին բարձրաձայնած այս խնդրանքը նվիրվում է Երեւանի բնակիչ Դիբար Չոլակյանի հիշատակին, որի մահից հետո սկիզբ առավ դելֆինարիայի գերությունից դելֆիններին ազատագրելու` իրեն հոգեհարազատ շարժումը:

The confinement of dolphins in the Yerevan dolphinarium is both inhumane and illegal. Many famous and world–renowned Armenian figures are buried in the Pantheon at the park; therefore, a dolphinarium at this site is also culturally and aesthetically inappropriate.

Անմարդկային եւ անօրինական է դելֆինների բանտարկումը Երեւանի դելֆինարիայում: Հայտնի եւ աշխարհահռչակ շատ հայազգի գործիչներ են թաղված Պանթեոնում, ուստի մշակութորեն եւ գեղագիտորեն եւս անհամապատասխան է դելֆինարիայի տեղի ընտրությունը:

We collectively and vehemently oppose the capture and confinement of cetaceans for the purpose of public entertainment and/or dolphin assisted therapy (see: http://www.sciencedaily.com/releases/2007/12/071218101131.htm). Dolphins in captivity often suffer from ulcers and act out aggressively towards conspecifics and humans. Captive dolphins have been injured and even killed in such interactions and people, including experienced trainers, have been injured. Dolphins are wild animals and like other cetaceans, are highly intelligent, sentient creatures with complex societies. They use a form of biosonar, but in captivity their sonar bounces off the walls of their small, concrete tanks. Once confined in aquarium-type exhibits, the animals are not only denied their freedom, but they are also prevented from carrying out natural behaviors such as roaming over 40 miles per day, catching live prey and interacting with their pod mates.

Մենք միասնաբար եւ վճռապես դեմ ենք հասարակությանը զվարճացնելու, ինչպես նաեւ բուժական նպատակներով կետազգի կենդանիների` դելֆինների որսին եւ բանտարկությանը (http://www.sciencedaily.com/releases/2007/12/071218101131.htm): Բանտարկված դելֆինները հաճախ տառապում են խոցից եւ ագրեսիվություն են դրսեւորում ինչպես միմյանց, այնպես էլ մարդկանց հանդեպ: Այսպիսի շփումների ժամանակ դելֆինները վնասում են միմյանց եւ մարդկանց, անգամ փորձառու մարզիչներին:
Դելֆինները վայրի կենդանիներ են, բոլոր կետազգիների նման շատ խելացի են, զգացմունքային եւ ձեւավորում են բարդ հասարակություն: Նրանք հաղորդակցվում են ուլտրաձայնով, որը մարում է փակ տարածության մեջ` փոքրիկ բետոնե ավազաններում: Փակված լինելով ջրավազանանման ցուցասրահում` կենդանիները զրկվում են ոչ միայն իրենց ազատությունից եւ բնականոն ռեժիմից` օրական 40 մղոն տարածություն անցնելու հնարավորությունից, այլեւ կենդանի որսից եւ զուգընկերների հետ շփումից:

Currently, the Yerevan facility houses four Japanese bottlenose dolphins, which were imported from Ukraine for the facility but were originally wild-caught in Japanese waters. The dolphins were likely captured during one of Japan’s notorious and controversial “drive hunts”. These hunts take place every year in the town of Taiji, Japan, where 2,000 dolphins are driven ashore and brutally slaughtered. These hunts are extremely cruel and the dolphins take many agonizing minutes to die. But before the slaughter begins, members of the captive dolphin industry hand-pick and capture “show quality” dolphins from the crowd of panicked dolphins. The captivity industry pays thousands of dollars per dolphin, therefore directly funding and incentivizing the hunting activities. Little is known about the population status of the dolphins in Japanese waters and therefore the hunts and live removals of dolphins may be causing serious harm to the dolphin populations. As a result of this cruelty and the lack of population data, many nations have outlawed the capture and trade of dolphins from the wild for commercial gain.

Այսօր երեւանյան դելֆինարիայում կան ելունդաձեւ քթով չորս ճապոնական դելֆիններ, որոնք բերվել են Ուկրաինայից, սակայն ի սկզբանե բնակվել են Ճապոնիայում եւ մարզված չեն եղել: Հնարավոր է, որ դելֆիններին բռնել են ճապոնական տխրահռչակ եւ կասկածելի ՙորսորդություն՚ կոչված արշավներից մեկի ժամանակ: Որսը տեղի է ունենում ամեն տարի, Ճապոնիայի Տաիջի քաղաքում, որտեղ շուրջ 2000 դելֆիններ ափ են հանվում եւ դաժանաբար սպանվում: Դաժան որս է, եւ դելֆինները սոսկալի րոպեներ են ապրում մահից առաջ: Մինչ սպանելը դելֆինների արդյունաբերությամբ զբաղվող մարդիկ ուշադրությամբ զննում եւ ընտրում են ՙցուցադրման արժանի՚ դելֆիններին: Դելֆինների արդյունաբերությունը հազարավոր դոլլարներ է վճարում յուրաքանչյուր դելֆինի համար` դրանով իսկ ուղղակիորեն ֆինանսավորելով որսը:

The United States, EU member states and many other countries have outlawed the importation of dolphins from Japan due to the exceptionally cruel capture methods. The World Association of Zoos and Aquariums (WAZA), an organization representing over 1,200 zoos and aquariums around the world, and the U.S. Association of Zoos and Aquariums (AZA) have both condemned the Japanese drive fishery hunts and related captures for aquaria. WAZA explicitly prohibits member organizations from purchasing dolphins from drive hunts.

Քիչ տեղեկություններ կան Ճապոնիայի ջրային տարածքներում դելֆինների թվաքանակի մասին, ուստի որսը եւ կենդանիների տեղահանումը կարող են լուրջ վնաս հասցնել դելֆիններին: Դաժանության եւ գլխաքանակի մասին ինֆորմացիայի բացակայության պատճառով շատ ազգեր դատապարտում են դելֆինների որսը եւ առեւտուրը:

Միացյալ Նահանգները, Եվրոմիության անդամ երկրները, ինչպես նաեւ շատ այլ երկրներ դատապարտում են դելֆինների արտահանումը Ճապոնիայից, քանի որ այն իրականացվում է դաժան մեթոդներով: Կենդանաբանական այգիների եւ ջրավազանների համաշխարհային միությունը (ԿՋՀՄ), որը ներկայացնում է 1200 կենդանաբանական այգիներ եւ ջրավազաններ աշխարհում, ինչպես նաեւ ԱՄՆ կենդանաբանական այգիների եւ ջրավազանների միությունը նույնպես մեղադրում են Ճապոնիայի ՙորսորդությունները՚-ը եւ նմանատիպ գործողությունները: ԿՋՀՄ-ն անդամ կազմակերպություններին արգելում է դելֆիններ գնել ՙորսորդություններ՚-ից:

Further, the EU has recently come under fire from one of its own MEPs regarding existing dolphin facilities (http://www.theparliament.com/latest-news/article/newsarticle/eu-member-states-urged-to-stop-shocking-dolphin-cruelty/). Greek MEP Kriton Arsenis called for the phasing out of all dolphinariums in Europe, based on a new report from the Whale and Dolphin Conservation Society (WDCS) stating that none of the 34 dolphinariums in 14 member states currently comply with required animal welfare regulations.

Վերջերս Եվրոպական կառավարության անդամներից մեկը խիստ քննադատության ենթարկեց ԵՄ-ը, հաշվի առնելով գործող դելֆինարիաները ԵՄ անդամ երկրներում (http://www.theparliament.com/latest-news/article/newsarticle/eu-member-states-urged-to-stop-shocking-dolphin-cruelty/):

In the Yerevan dolphin facility, the dolphins share a meager tank - five meters deep and with a radius of 18 meters – with one sea lion and two seals. This is unacceptable, as it is undoubtedly adversely affecting the mental and physical health of the animals. In fact it was reported in May that one of the dolphins had apparently already died (http://www.ecolur.org/en/news/cities/dolphin-died-or-not-dolphinarium-keeping-silence/2394/).

Եվրոպական կառավարության անդամ, ազգությամբ հույն Կրիտոն Արսենիսը, հիմնվելով Կետերի եւ դելֆինների պաշտպանության միավորում (ԿԴՊՄ) կազմակերպության նոր հոդվածի վրա, կոչ արեց դադարեցնել դելֆինարիումների գործունեությունը Եվրոպայում: Հոդվածում նշված է, որ 14 անդամ երկրներում գործող 34 դելֆինարիումներից ոչ մեկն այսօր չի բավարարում կենդանիների համար անհրաժեշտ բարեկեցիկ կենսապայմանները:

Երեւանի դելֆինարիայում դելֆինները բնակվում են 5 մետր խորությամբ եւ 18 մետր շառավղով ավազանում, որտեղ բնակվում են նաեւ մեկ ծովառյուծ եւ երկու փոկ: Սա անընդունելի է, քանի որ հաստատապես վատ ազդեցություն է ունենում կենդանիների մտավոր եւ ֆիզիկական առողջության վրա: Մայիս ամսին հրապարակվեց, որ դելֆիններից մեկը սատկել է (http://www.ecolur.org/en/news/cities/dolphin-died-or-not-dolphinarium-keeping-silence/2394/):

Apart from the clear mistreatment of the captive dolphins, we are appalled that the construction of the dolphinarium began without an Environmental Impact Assessment (EIA) and without public hearings. This is directly in contravention of the Aarhus Convention since public drinking water will be used for the facility. The project should not have been allowed to proceed without an EIA.

Բացի անազատության մեջ գտնվող դելֆինների նկատմամբ վատ վերաբերմունքից, մենք նաեւ զարմացած ենք այն փաստից, որ դելֆինարիան կառուցվել է առանց Շրջակա միջավայրի ազդեցության գնահատման եւ հանրության հավանության: Սա Օրխուսյան կոնվենցիայի ուղղակի խախտում է, քանի որ կառույցի համար օգտագործվելու է խմելու ջուր: Այս ծրագիրը չպետք է իրականացվեր առանց Շրջակա միջավայրի ազդեցության գնահատման:

Finally, we are disappointed that a project was allowed to proceed with the dolphin importer, the Nerum Company, whose activities are highly controversial and have even been claimed to be illegal in Ukraine. Many of the dolphins in Ukrainian facilities are believed to lack proper documentation. These animals should have never received clearance for shipment to Armenia.

Ի վերջո, մեր դժգոհությունն ենք հայտնում, որ ՙՆերում՚ ընկերությունը թույլատրել է իրականացնել այս նախագիծը, եւ որ այդ կազմակերպության գործունեությունը վիճահարույց եւ անօրինական էր նաեւ Ուկրաինայում: Տեղեկություններ կան, որ Ուկրաինայի կառույցներում գտնվող դելֆիններից շատերը չունեն համապատասխան փաստաթղթեր: Այս կենդանիները ոչ մի դեպքում չպետք է ունենային Հայաստան տեղափոխվելու թույլտվություն:

We urge Armenia to close down the dolphinarium, return the dolphins to an internationally recognized authority to care for them, and to join the list of countries, including Chile, Cyprus, Croatia and Costa Rica, which have taken a stand against such facilities. The captivity of dolphins is very controversial worldwide for the reasons stated above; therefore, such a facility in Armenia brings negative international attention to the country. We therefore implore you to consider the welfare of the dolphins, as well as the reputation of the country, and to permanently close the dolphin facility in Yerevan.

Մենք կոչ ենք անում Հայաստանի կառավարությանը` փակել դելֆինարիան, վերադարձնել դելֆիններին միջազգային ճանաչում ունեցող կազմակերպությունների խնամքին եւ միանալ այն երկրներին (Չիլին, Կիպրոսը, Խորվաթիան եւ Կոստա Ռիկան), որոնք դեմ են նման հաստատություներ ունենալու գաղափարին: Դելֆինների բանտարկությունը վիճելի է բոլոր երկրներում` հաշվի առնելով վերոնշյալ հանգամանքները, այդ իսկ պատճառով Հայաստանում գործող նման հաստատությունը միջազգայնորեն բացասական ուշադրության է արժանացնում երկրին: Մենք խնդրում ենք Ձեզ մտահոգվել դելֆինների բարեկեցությամբ, ինչպես նաեւ երկրի բարի համբավով, եւ ընդմիշտ փակել Երեւանում գործող դելֆինարիան:
