Between 2002 and 2005 the 1500 member National Treasury Employees Union, chapter 280, representing scientists at the EPA, asked the U.S. Senate, the House, and the EPA to finally authorize and fund a study of fluoridation’s effects on the environment, animals, and people because so much evidence has been observed in the past 10 years to warrant the discontinuance of fluoridation. The official NTEU position paper on fluoride can be found at

Because each state or township has their own web of laws mandating fluoridation, for instance California's state mandate, it is difficult for citizens to fight such a bureaucracy of power. California voted its mandate without any public comment during the O.J. Simpson trial when the public's attention was on other matters. Some people, such as myself, are allergic to hydrofluorisic acid, so whether it is a good or bad product is irrelevant for us, and herein lies the fallacy of mass medication.
The fluoride molecule is tiny and it takes an expensive whole house reverse osmosis filter to filter it completely out, a remedy that many people cannot afford. So they can drink bottled water while absorbing hydrofluorisic acid through their pores when bathing.
We the undersigned request the Governor, the Senate, and the Assembly of the State of California to reverse their mandate to fluoridate all water systems in said state because of the health concerns of the people of this state based on developments in the past decade.
Since April 1998 Chapter 280 of the National Treasury Employees Union, comprising approximately 1500 scientists, lawyers, engineers and other professional employees at EPA Headquarters in Washington, D.C. , have taken a stand opposing fluoridation of drinking water supplies.
Other means can be used to supplement those who need fluoride but would let those who are allergic to hydrofluorisic acid to op-out of mass medication. Currently there is no way to totally avoid the tiny fluoride molecule except by a whole house reverse osmosis system that many people cannot afford. Drinking bottled water only solves half of the problem as one's pores absorb hydrofluorisic acid when bathing.
