Pennsylvania's Department of Education decided in April of 2012 that school counseling graduate students were not required to take the Praxis I test in order to apply for certification. As of April 2013, PDE announced that these same students now need to take a different test, PAPA, which replaced the Praxis I test in order to receive certification.
PDE has acknowledged that an issue exists but is adhering to a strict interpretation of their 2013 decision, thus requiring this years graduating students to complete the PAPA test in an extremely short period of time.
We, the undersigned, call on Pennsylvania's Department of Education to allow School Counseling Graduate students who are applying for certification in the year 2013 to be exempt from the PAPA test.
