The night noise generated by the Upper Occoquan Service Authority produces noise disturbances that are in excess of 55 dB past 10 pm. These are above the limits set for the specific zoned area and have continually registered at 60 Db and above. The night disturbances continue to interfere with the quality of living, emotional health and wellness of the surrounding residents and neighborhoods. In Sully District, there are approximately 128,000 residents. Centreville makes up almost 60,000 of that total. There are many neighborhoods surrounding the Upper Occoquan Service Authority (Hannah Estates, Compton Ridge, Centre Ridge, etc) and all of the residents living there have been affected negatively by this noise disturbance. Research has shown that external noise that is unable to be controlled causes increased anxiety, agitation, decreased immune system and emotional distress to those whom it affects.
We, the undersigned, are concerned voting members of Fairfax County, Virginia (Centreville, VA specifically the Sully District) demand the Board of Supervisors to solve and immediately stop the routine nightly noise above 55 dB that interferes with the emotional health, wellness and quality of life of the local residents that it affects.
We demand that the Board Of Supervisors ensure a noise study is conducted to determine the effect on the receptors (ie. Residences directly affected both above and below the embankment level) and that mitigation measures be determined in order to solve this noise disturbance that is impacting residences.
