In 2008, the Government of Canada under guidance of then Industry Minister Tony Clement, auctioned off the AWS band of spectrum (1700/2100). A portion of this spectrum was reserved for new entrants to promote more competition.
The CRTC was charged with the responsibility to determine how best to have the newcomers interact with the existing wireless oligopoly.
After months of successful lobbying Bell, Telus and Rogers got the CRTC to allow Hard Handoffs between existing and new networks, meaning when going from a newcomers network to their roaming partner, your call will drop, and you will be required to redial. They stated that the technology was too expensive and complex to implement in Canada.
We, the undersigned, call on the CRTC to mandate that all carriers, regardless of their operators, implement seamless handoffs when transferring calls to and from networks operated by different entities.
