Responsible ownership to clear horses mess up off our footpaths and our countryside

This is for the government to bring in that all horse riders are to clean up after there horses when they are out and about, it needs to be brought in as public footpaths are coming more of a disgrace and our country side.
Dog owners have to clear up after there dogs or we have to pay a fine, so i think the same should go for horse riders and owners. its not nice having to step past horse mess on our footpaths or in our country side.
We the undersigned need the government to take action on this matter urgently.
