We have concluded that by removing the prudent distance from the transmission wires to local residents that this is expanding the area of the easement. In the 1960's when the easement was written, the possible health risks were not recognized by land owners and utilities from the general research that we have been able to do. See the NIEHS diagram of typical distances for transmission wires.
We believe that this project relates to the proposed substation in East Mansfield. When the project was first made public to the residents of East Mansfield, the project was presented together. There was significant opposition to the project. The project was no longer presented together to the residents and taxpayers of Mansfield. Because of this we do not believe that there has been substantial "sunshine" or disclosure to the Mansfield residents of costs to them. The electric use in Mansfield has decreased over the last two years. It has not been revealed to the residents what they have to pay for

the costs of bringing this electricity to the substation. It has not been revealed how much rent the residents must pay for renting the property from National Grid. Since the electricity is not currently needed by Mansfield, it would also be important to reveal what the utility that ultimately acquires this electricity will repay for those costs.
We do not believe that the residents of Mansfield have been given sufficient knowledge of the substantial decrease in tax revenue base due to the decrease of tax base for homes in the East Mansfield area. We have individual experience with this decrease and it is quite significant.
We are writing this as a petition to intervene in the construction of the D.P.U 10-77 entitled "Petition of New England Power Company d/b/a National Grid, pursuant to G.L. c. 164 section 72, for a determination that the proposed construction of a new 115 kV overhead transmission line in the Towns of Easton and Mansfield is not necessary and will serve no public convenience we do not believe that the project will not be consistent with the public interest".
