Our mutual neighbor, San Pedro, obtained permission in 2010 to build a planned development that would be a retirement community. San Pedro sold a portion of the property in 2016 to JEN Partners (finance company from New York) for 26.5 million dollars with the 55-and-older amendment. The new proposal from the developer will change the nature of the community to non-retirement, which changes traffic patterns in our community. Residential senior living brings a third less trips than active single families, according to Trip Generation Manual, 9th edition, and more internal ciruclation that could make a huge difference with rush hour commute. Seminole County's Comprehensive Plan allows our children to be bused to other schools in the county. According to Seminole County School Board, Lake Howell High School is already at 95% occupancy and other schools will face similar problems with the continued growth in the area. Why would we put this extra burden on the community, streets, and children? The Board of County Commissioners voted for an age-restricted community and we want to keep this amendment in place based on significant changes it makes to the project.
We, the undersigned, call on the Board of County Commissioners to outright deny the removal of the age restriction. This proposed Major Amendment carries with it major concerns and deferred expenses that the citizens of Seminole County will eventually have to bear if approved.
The developer has not provided the burden of proof that this is a better fit for the community, even after requesting a more detailed site plan, so the standard for this Planned Development needs to be higher than providing conceptual plan that provides limited understanding.
We ask that the 55-and-older amendment stay in place to keep the original integrity of the project that would provide services to an aging Seminole County population.
