Every week the local paper published not only names but addresses and phone numbers of people including juveniles for offenses ranging from traffic tickets to divorces.
The juveniles' right to have their record sealed at age 18 is being violated by the local newspapers. Children of divorcing parents are being disgraced at school.
Public record does not need to be published it is available to those who desire to find it and that is good enough.
