Land of Illusion is proposing to expand to include year-round family entertainment options and has submitted a Planned Unit Development application to Butler County, Ohio for approval. This proposed phased expansion is estimated to bring hundreds of jobs locally and millions of dollars in new tax revenues to Madison Schools, Madison Fire District, and Butler County.
Current 10-year phased expansion plans include:
• Jellystone Campground featuring 40 plus cabins and 140 campsites
• An immersive themed hotel with 250 rooms with another 250 room expansion capability
• Indoor waterpark – 100,000 square foot with a 60,000 square foot expansion capability
• Family Entertainment Center – A 140,000 square foot facility featuring, for example, VR interactive dark rides, ninja course/trampoline activities, family arcade, indoor and outdoor go karting, 18 hole indoor and outdoor mini golf, climbing wall, ropes course, laser tag, bowling
• Expansion of Aqua Adventures outdoor water park with exciting new wave pool, wave rider, Wibits expansion, state-of-the-art water slides, lazy river, river ride, kid zone, pool with cabanas, zip lines
• Outdoor Adventure area with ziplines, climbing zone, challenge course, team building center, canopy walk, ropes courses, kids treetop kingdom play area, and nature hiking trails
Under current 10-year phased expansion plans, estimates of investment, new jobs and tax revenues generated include:
• Investment: $190 million investment over an estimated ten-year phased expansion
• Jobs: Construction Jobs: 180 per year on average during expansion; Operating Jobs: 500
• Madison Township Property Taxes: Under current expansion plans and rates of taxation:
o Madison Local School District – Property tax revenue from expansion is
estimated to reach over $2 million annually by 2023 and $13 million annually
by the completion of expansion
o Madison Fire District – Property tax revenue from expansion is estimated to
reach over $250,000 annually by 2023 and over $1.5 million annually by the
end of the expansion
• Butler County Tax Revenue: Under current expansion plans and rates of taxation:
o Property tax – By 2023, property taxes to the County are estimated to climb
to over $500,000, and by the end of the expansion reach approximately
$3 million annually
o Sales tax – Estimated to range from over $50,000 the first year of the
expansion to approximately $300,000 a year by the last couple of years of
the expansion, averaging out to approximately $200,000 annually over a
10-year expansion period
o Lodging tax – The themed hotel will be subject to the County’s 3% lodging
tax on all hotel room sales
The current estimated timeline for the proposed phased expansion is 10 years. Each time a new phase is implemented there will be a final development plan approved by the zoning commission to ensure compliance with zoning, storm water regs, traffic regs, etc.
We, the undersigned, support the proposed phased expansion of Land of Illusion and the new jobs, tax revenues, and year-round family entertainment options it will bring to our community, and we ask that the Butler County Commissioners, Butler County Rural Zoning Commission members, and the Butler County Planning Commission members vote to approve the Planned Unit Development application filed by Land of Illusion on September 22, 2020.
