CUSD 200's superintendent, Dr. Harris, claims that FY2014 is the fourth consecutive year of a balanced budget. The district also claims that they want our opinions and thus invited everyone to the Engage200 community engagement meetings.
On January 15, 2014, CUSD 200 published the legally required Public Notice in the newspaper for their plan to issue $10 Million in new working cash bonds. That very evening at the first Engage 200 meeting, Dr. Harris did not mention the $10 Million figure, did not mention the public notice, only vaguely referred to plans to obtain financing for the required work. How is that being transparent?
And if the budget has truly been balanced, why does the district now need $10 million in working cash bonds for building maintenance? When do they plan to publicize the fact that the on-going maintenance list is actually $40 to $80 million? Why isn't this building maintenance included in the district's annual budget?
If the district has been well managed, why do we need so much more money now after we have passed referendums to rebuild or rehab 21 out of 22 schools?
If the district actually wants to engage the community, why aren't they being more upfront about how existing funds are being spent? Why don't they want our opinion on this bond issue?
