The Volta River Authority and Electricity Corporation of Ghana were set up about 50 years ago to support and power Ghana's economic and social transformation. The two entities were required by statute to serve as catalyst in the national transformation effort. It was anticipated that within 20 years after its inception they would have completely provided electricity to all areas of the territory of Ghana.
Instead after 50 years of operation the two entities are now engaged in what is now described in Ghana as "dum-sor" a deliberate policy of withholding electricity to Ghanaians households, children, women, and businesses.
Not only have the two entities abdicated their statutory responsibility but they also have colluded to undermine small and medium sized enterprises in Ghana. They have stifled over one million businesses from realizing economies of scale and in the process denied employment to youths, women and aspiring Ghanaians.
Over the last 50 years the two entities have not demonstrated any kind of advanced technological prowess that could be compared with similar entities of there caliber elsewhere. They have jointly violated the human and civil rights of over one million households through their "dum-sor' policy. The two entities have abdicated their statutory responsibilities to the people of Ghana. The VRA and ECG have rendered the political independence of Ghana meaningless through its electricity colonization.
Call on the Parliament of Ghana to compel the President of Ghana to liquidate and abolish the Volta River Authority and the Electricity Corporation of Ghana. The VRA and ECG have become an imperial entity in Ghana instead of an economic and service partner.
Parliament of Ghana to debate and establish an Electricity Indemnity Fund of USD 10 billion to compensate households and small and medium sized enterprises affected by the 'dum-sor' policy of the Volta River Authority and the Electricity Corporation of Ghana;
Create five power generation entities to assume the assets of VRA;
Create a national company to take over the management of the electricity grid;
Create 10 distribution companies take over electricity distribution in Ghana;
Create two companies to serve external clients including Togo, Cote d'Ivoire and Burkina Faso clients.
