Every woman has an unalienable right to choose life when pregnant. Even though it is illegal to force her to get an abortion, a study shows that the crime still happens often [1]. Another study shows that homicide is a leading cause of death for pregnant women [2], and that is a forced abortion of the most violent kind. The double homicide can even happen three years after she gives birth, as we saw with Karissa and Billy Fretwell. The crime of forced abortion happens because of two reasons: 1. It is easy to get away with (esp. early in the pregnancy) due to presumption of innocence, and 2. It is incentivized (the incentive being the forgiveness of a debt of postnatal support which is owed to her offspring). The good news is that governments are now able protect a woman's right to choose life by giving every pregnant female an option that she can safely exercise to disincentivize forced abortion.
We, the undersigned, call on governments to help stop the crime of forced abortion by passing the Right to Choose Life Act into law.
THE BASIS FOR THE BILL
The basis for the RTCL Act is the principle that every debt should be certified so that the debtor will not have a motive or incentive to kill the creditor, the one to whom the debt is owed. Debts are incurred as a result of doing something. What does a man do to incur a debt of postnatal support to his offspring? He makes a female pregnant with his offspring. So, he incurs the debt about nine months before he begins to pay it off. If the female consented to the act which caused the pregnancy, then she incurs a debt of prenatal support to their offspring, as well as a portion of the debt of postnatal support. (Support consists of the necessities of life.)
The fact that the debt of postnatal support can be forgiven, by killing the creditor in the womb, puts the female in danger of either being forced to get an abortion or being killed for not getting one. But thanks to advancements in DNA paternity testing, which enable her to submit proof of paternity before she begins to show, it is now safe for her to certify the debts of prenatal and postnatal support, which are owed to her offspring, so that nobody will have an incentive to make her get an abortion.
THE RIGHT TO CHOOSE LIFE ACT
The "Right to Choose Life Act" is what we call the bill which would give every pregnant female an option that she could exercise to disincentivize forced abortion, so that nobody will try to make her get an abortion.
The option is for her to certify the debts of prenatal and postnatal support, which are owed to her offspring, so that if anybody was to kill the creditor (her offspring), the debts would not be forgiven, but would instead be converted into reimbursement for wrongful death, payable to the caretaker(s) of the child(ren) specified by her on the certificate, or if none are specified, then to the caretakers of children known by the state to be underprivileged (ie. child welfare).
So, if she exercises the option, then those who would have had an incentive to make her get an abortion would then have to either let her remain pregnant and help support their own child/grandchild or make her get an abortion and help support someone else's child/grandchild. Nobody would have anything to gain by making her get an abortion. With the motive for forced abortion taken away, the safety and wellbeing of both her and her offspring would be protected.
By certifying the creditorship of her offspring, a woman would also make it less tempting for her to get an elective abortion (one she freely chooses to get). That's because she and the progenitor of her offspring would share in the liability to pay the reimbursement for wrongful death if she was to get an elective abortion. If someone was to kill her and her offspring, then the killer would be liable for the reimbursement, except that it would be converted into prison time and added to the prison sentence. If the killer is not caught, then the progenitor would need to prove his innocence in order to get his postnatal support debt forgiven. For these reasons, nobody would have a motive to kill her offspring or to hire a hitman.
DEBT RELIEF POLICY
If legislators are concerned that the RTCL Act would cause too much of an increase in child support delinquency, then they might want to pass an additional bill into law, one that would have the state offer to pay a significant portion of a man's debt of postnatal support (no more than 90%) in exchange for him giving the state near 100% assurance that he will not incur an additional debt of postnatal support debt, which he could not afford. This debt relief policy would help men who have trouble paying child support, and it would also give every pregnant female the assurance that her offspring will be provided for, one way or another.
CONCLUSION
The certification of debts would be an option for every pregnant female. Because it would be an option, and not an obligation, there is no reason for any woman to oppose the Right to Choose Life Act. The bipartisan bill is designed in such a way that the only people who have a reason to oppose it are men who want to continue having a way to get out of paying child support (that way being to make their pregnant girlfriend get an abortion). Such men constitute a minority; and because of that, it's only a matter of time before the Right to Choose Life Act gains the majority support that a bill needs to become law.
