Ante la gravedad de la situación actual en Bolivia, les estamos enviando acá abajo y en adjunto (en versión word) una carta de solidaridad con el Pueblo de Bolivia y su gobierno. Estaremos recogiendo las firmas de organizaciones/colectivos/asociaciones hasta el jueves 18 de septiembre a las 2 pm (hora CET, de Barcelona y Paris). As international civil society organisations and networks, we want to express our total and firm support for the Bolivian people and their government in the difficult moments they have faced in defence of and for the consolidation of the process of change:
The Bolivian oligarchy, the same group that supported state coups and military dictatorships, are now disguising themselves as promoters of autonomy and « democracy » in order to continue enriching themselves at the expense of impoverishing the population, and because they want to avoid, at whatever cost, advances in a process of change which is on the march. To do this they are using racist and fascist groups from the « Santa Cruz Youth Union », and are acting with the support of Washington. The armed attacks which have cost the life of dozens of Bolivians in recent days aim to make the country ungovernable in the run-up to a referendum which should ratify the new State Constitution for Bolivia and redefine land property limits, two demands that are most strongly pushed for by the majority of Bolivians.
The government of President Evo Morales denounced on many occasions the policy of interference by the US ambassador in Bolivia’s internal affairs. The ambassador’s personal participation in various meetings organised by the Prefects of the departments of the « Half Moon » (Santa Cruz, Tarija, Chuquisaca, Pando and Beni) in order to plot against the interests of the majority of the Bolivian people has been proved. His expulsion is completely deserved.
The biggest defence of the changes that have taken place in Bolivia up to now have come about as a result of mass mobilisation, both within and outside the country, of all those who are committed to the recovery of sovereignty, independence, and dignity of the Bolivian people, and in support of a firm response by the government against the attacks of the Right and the fascist groups they support, with whom no pact is possible.
Since the election of comrade Evo Morales to the Presidency of the Bolivian Republic, we have been able to affirm that the policies implemented by the new government have responded to a number of demands that we have pushed for many years:
The denouncing of the social, economic and environmental impact of transnational companies in Latin America which we have denounced in arenas such as the Permanent Peoples’ Tribunal. We celebrated the withdrawal of Bolivia from the International Centre for Settlement of Investment Disputes (ICSID) which finally opened a crack in this powerful and illegitimate arm of the World Bank.
The policies of recuperating state sovereignty over strategic sectors of the Bolivian economy (gas, water, natural resources), handed over largely with the complicity of local elites to transnational power. This process of recuperation is a concrete result of the heroic struggle by Bolivian social movements. What has taken place in Bolivia in these areas is a very important step, an example for all Nations and Peoples. It is these advances that the Bolivian oligarchy and American imperialism wants to revert;
The Bolivian government has maintained a principled policy in relation to Free Trade agreements, which subjects all areas of life to a supranational framework decided by economic interests. Bolivia’s rejection of Free Trade Agreements with the United States and in the negotiations between the Community of Andean Nations and the European Union is a just policy.

Las organizaciones colectivos y redes de la sociedad civil internacional queremos expresar nuestro más firme apoyo al pueblo boliviano y su gobierno en los difíciles momentos que le toca vivir, en la defensa y consolidación del proceso de cambio :
• La oligarquía boliviana, esa misma que apoyó los golpes de estado y a las dictaduras militares, se disfraza ahora de autonomista y « democrática » para seguir enriqueciéndose a costa de la pobreza de la población, y porque quiere evitar, a cualquier precio, el avance del proceso de cambio que está en marcha. Cuenta para ello con los grupos racistas y fascistoides de la « Unión Juvenil Cruceñista », y con el apoyo de Washington. Los ataques armados que han costado la vida a varias decenas de bolivianos los últimos días buscan volver ingobernable el país antes de la realización del referendum que deberá ratificar la nueva Constitución de Estado de Bolivia y redefinir los límites de la propiedad de la tierra, dos de las demandas más sentidas por la mayoría de los bolivianos.
• El gobierno del Presidente Evo Morales denunció en repetidas ocasiones la política de injerencia del embajador de los Estados Unidos en Bolivia. Su participación personal en varias de las reuniones organizadas por los prefectos de los departamentos de la « Media Luna » (Santa Cruz, Chuquisaca, Tarija, Pando y Beni) para complotar contra los intereses de la mayoría del pueblo boliviano está demostrada. Su expulsión fue más que merecida.
• La mejor defensa de los cambios realizados hasta ahora en Bolivia pasa por la movilización generalizada, dentro y fuera de ese país, de todos aquellos que se sienten comprometidos con la recuperación de la Soberanía, la Independencia y la Dignidad del pueblo boliviano, y por la actitud firme del gobierno ante los ataques de la derecha y los grupos fascistoides que alimenta, con los que no puede haber pacto posible.
Desde la elección del compañero Evo Morales a la Presidencia de la República de Bolivia hemos podido constatar que las políticas implementadas por el nuevo gobierno se articulan estrechamente con un número importante de reinvindicaciones que defendemos desde hace años :
• Las denuncias sobre los impactos sociales, económicos y ambientales de las empresas transnacionales en América Latina que hemos denunciado ante espacios como el Tribunal Permanente de los Pueblos. Festejamos en su momento el retiro de Bolivia del Centro internacional de Arreglo de Diferencias relativas a Inversiones (CIADI), que abrió finalmente una brecha en ese poderoso e ilegítimo brazo del Banco Mundial.
• La política de recuperación de la Soberanía sobre los sectores estratégicos de la economía boliviana (gas, agua, reservas naturales…), entregados en su mayoría, con la complicidad de las élites locales, al poder transnacional. Ese proceso de recuperación es un resultado concreto de la valerosa lucha de los movimientos sociales bolivianos. Lo que se ha avanzado en Bolivia al respecto constituye un paso muy importante, es un ejemplo, para todas nuestra Naciones y Pueblos. Son esos avances que la oligarquía boliviana y el imperialismo estadounidense quieren revertir ;
• El gobierno de Bolivia ha mantenido una política de principios en lo que se refiere a los tratados de libre comercio, que someten en marcos supranacioanles todos los ámbitos de la vida a los intereses económicos. Su rechazo a la firma del Tratado de Libre Comercio con los Estados Unidos y a las negociaciones entre la Comunidad Andina de Naciones y la Unión Europea es una política justa.
